Like if you, with an american passport, were to walk into france and start assulting someone. Can you only be tried under american law?
But those look like cellular providers to me. They're going to start fining the providers for spam sent by their consumers?
And if they aren't providers, Are they all hosted in the US?
Or will they be, once the FCC starts cracking down?
I think this is great news, and I really, really hope they don't choose the fine!

I think these things should be marketed to the group at which they're really pointed- lower-middle class and lower class westerners. And upper-middle class people in first world countries. Maybe.

What's the effectiveness of sub-surface RADAR? I can't imagine you can get a good picture of something under a pile of rock from orbit.
