This bug is a bit of a non-issue. I think there are very few PHP scripts that take such a high value for input from an ordinary user in string format and if you want to bring down a web host there are plenty of other ways to make an infinite loop.
Yes each time someone access it will start an infinite loop, but each PHP page has a max. processing time (usually set to around 30 seconds). So still quite a number of requests to the offending page are needed to bring the server down.

If she was an actual vice president you could possibly attach some national security element to this but even that's a stretch, and giving these people extra protection will just promote the idea of government secrecy, big brother "we need to see your communication but you can't see ours" kind of thing. and there is no doubt in my mind she wouldn't fully back any kind of new mass surveillance initiative.
All my unlocked triband and quadband phones work fine in the US with prepaid SIM cards. I even get 3G coverage on some of them.
I buy the SIM cards for $5 off ebay, shops do sell them but they try their hardest to sell me a 36 month contract even after I tell those dumfucks I'm only staying for 2 weeks.
I can imagine in a few years 3D printers will be capable of printing perfectly good weapons.
No doubt governments will try to force the printers to incorporate some sort of DRM that will make them refuse to print out a gun, and this will fail just like every other initiative that involves making equipment refuse to do what it's owner wants to use it for.

orbcomm is a really low speed network used mostly for gathering data from remote sensors and tracking devices. not really comparable
Low earth orbit satellites are only a few hundred miles up, so ping isn't so much of a problem.

My Hughes 7101 supports GSM and thuraya satellite. Its unlocked too, and some networks have a roaming agreement with Thuraya
