I think that hacking is something hyped up by the media and the government higher-ups as something that will harm us etc etc, and in many ways that's true (dumbasses - see worms, virus's, crackers, etc). So, when a hacker is caught, there is much media attention, and the price of damage probably gets multiplied several times.
But then you get to things like spammers, which is an annoyance, but has never really harmed anyone visibly. It is simply an annoyance, somethign that people have learned to deal with.
So, when it comes to a case involving one or the other, the sentence is added accordingly, albeit a little unjustly.
One major reason for not raising the speed limit is engineering. When roads are designed, they have a safe maximum, and there are some cases where you simply CANNOT go over that limit.
For example, where I live there is a very busy piece of highway that goes over some mountains. On one end, there is a corner, and at that point the speed limit lowers 30 km/h. There are 2 or 3 signs saying this in different shapes, sizes, designs and colours (no kidding), and there is STILL 3 or 4 major accidents every year on that one corner.
While if everyone is going the same speed there ARE advantages, remember, not everywhere is applicable.
It's actually pretty simple. The problems aren't just cropping up now. In fact, in all the missions, there has been more than 5,000 pieces of debris that have hit the space shuttles.
This is only an issue because a freak accident (1 in ~5,000) took down the Columbia, the issue has had major coverage. If another of these accidents happened, that would be the end of the space shuttle program. So NASA is just being paranoid because of the slim chance that if they aren't and something happens, they all lose their jobs.
Unfortunatly, it is for this reason that I need to keep everyone on Administrator accounts at home etc.. If not, people complain because they can't install X program. This is really too bad, because they end up screwing the system up with Administrator rights....
The interesting thing is that they are doing the perfect overlay on Google Maps, but it's still not working that well on Google Earth, which actually has people paying for it ATM (for the Plus version anyways). I wonder if they are totally different parts of the company?

Make sure you changed the server to talk.google.com but kept the email the same.

Although, Google Earth does have a few features for "Google Earth Plus", which you do have to pay for...
The problem with this is some times your computer crashes or something and you cannot get to the actual files to encrypt them.

To encourage this, raise your rates if they use IE, but lower them a bit if they use firefox....
