I'm unimpressed with your own weather-watching skills, not to mention your math. Have you ever taken a lesson in probability? 30% is about 1/3. So a 30% chance of rain means that about 2/3 of the time, it isn't going to rain! You might even get bright, clear skies.
Actually, it is a legitimate question whether GTA is an RPG. RPGs don't need level-up mechanisms or strictly combat-based scoring. They need a personified role, a story, and the ability to interact with other characters. Moving to pen and paper games, the Nexus RPG (the original, set in the City of Nexus) had no experience-gain mechanism; the only way to advance, as far as the game book was concerned, was through story events. This is despite a point-buy character generation system.
Personally, I'd say that while GTA has elements of platformers, racing games, and shooters, it does also fit the requirements of an RPG. Besides, if you want numbers, you should look at its player stats screen; that game tracks damn near everything you do in it!
It does sound like a man whose Humanist principles required him to prefer a religion which did not bind its followers to self-righteous and inhumane precepts.
Studio executives and their capricious funding did it.
There were three Matrix movies. Then the studio execs made there be two, with a bit of reserve just in case the second didn't lose money. Then the studio execs saw the first and second made lots of money, so they said go make the third... but there wasn't enough plot left to make a full third movie, so it sucked. And then the Wachowskis killed their Christ figure and made you mad.
So blame the goddamned stupid studio excecs who can't understand why a movie is popular. And stop whining about your favorite asskicker making a hard decision and sticking with the consequences.
That's right, I'm in the planning stages for just such a device, because I need something like it for my writing projects. I plan to use Gumstix boards, some form of portable, battery-operated display (hopefully not the terribly expensive head-mounted displays I've been looking at recently) and Python scriptable code gluing the system together behind the scenes.
Does anyone have a lead on some nicely hackable portable displays, like used in many (most) PDAs? I don't necessarily need a touch-screen, as I'm not sure what I'd use it for if the system just uses a Bluetooth/USB mouse, but you're welcome to suggest uses for touch-screen ability.

That depends on what you're comparing. I find that ordering a junior bacon with everything at Wendy's is more economical than a generiburger at McDonald's for the same price. But chicken sandwiches are cheaper at Micky-D's.
Might wanna check on those reviews. Were they of the console game or the cell phone game? 'Cause I *know* one of the guys who did the cell phone game, and their code *worked*.
No need to eat perfectly healthy food; just cook some of it yourself. A nice, big pasta meal with cheese sauce costs only a few dollars, yet can feed four in one sitting (or one for a day).
I dunno where you are that you can eat McDonald's for $20/wk. I can eat Wendy's for about that, though. But sandwiches and other things I made myself are even easier on my budget. You just don't want to overindulge and snack yourself (or at least your money) to death.
