It takes awhile. My project was available for a year before people go interested in helping out.
Of course, now I'm at 3000 downloads a month, and still very few contributors. I really don't care because I like working on the project....I just rarely seen the benefits of open source.
Maybe we need to start a support group of OSS maitainers.:)
I've got a couple of GPL'ed projects (Avantslash [fourteenminutes.com], Tellyguide [fourteenminutes.com], MovieGuide [fourteenminutes.com]) and whilst they have a reasonable amount of usage, when it breaks, everyone sits around and waits until I fix it.
I fully agree. This is exactly how my project has turned out. Occasionally I will get a fix sent in by a user, but it is generally more work to integrate the poorly written fix than to just write it myself.
However, in the case of closed-source software, users will often report bugs and test fixes (especially if a piece of software has a small user base with access to developers or decent support). I don't think that "bug reporters" can be considered part of the community.
Now, if you include those that actually submit fixes...that's a little different. Although, in the case of my project, it usually easier to write the fixes myself for a bug instead of accepting someone else's (especially since I'm anal about the code that goes in my distribution). Fixing/writing my own code is usually faster than figuring out someone else's convoluted, buggy patch.
I look at most of the open source software I use, and they are all projects developed by one person or a very small group of people.
Pay attention beoch! What I am saying is that when the NT boom happened in the mid-90's, the only experienced admins out there were *nix or Netware admins.
The NT admins that were needed came from one of two places...administering another NOS or some desktop support/helpdesk job. Thos NT admins that came from the desktop have little or no experience running a professional environment (obviously). I am NOT saying that Unix admins make better sys admins in general, I'm just saying that they were the only ones with sys admin experience back then.
Call me a troll if you want, but at least I'm not posting AC...and I'm usually the one fighting all of the Linux ditto-heads here on Slashdot.
Having worked as an NT sys admin for 5 years now, I have to totally agree with you. Most of the administrators in the NT world are not professionals and completely lack the skills necessary to run a large network.
Why is this? My guess is that it comes from the boom in NT/2000 as a NOS over the last 8 years. Figure that in the early 90's there was no such think as a Windows system administrator, and now there are several hundred thousand. Many have little experience in a professional network environment (unless they came from the Unix or Netware world). Most are desktop support personel who were promoted from one Windows platform (3.x/9x) to another (NT/2000). I'm sorry, but the skills needed to troubleshoot an office installation don't translate into those needed in designing an enterprise directory structure. Of course, Microsoft only made matters worse by then certifying any joker that could pick up a book.
As a city council member you won't be in a position to mandate(or even vote on) using open source software.
This is the city manager's job, not the councils. As someone who has worked with several local governments, listen to this...by involving yourself into the day to day management decisions of the city you will do nothing but piss the manager off. At worse, he/she will leave for greener pastures forcing the city council to hire a new one (a process that will be more costly and more detrimental to the city then whether or not they use OSS).
Do you really want to be known as the one who caused the exit of your manager or city's IT staff?
At the least you may be able to work something into the budget, but don't expect anyone to really care what you're doing.
Where I last worked, we were in a mixed NT & unix environment. The unix servers were mostly used for statistical processing, so we had Samba access available to the users so they could get access to datasets and the like form their PCs. Well, a lot of users would also store their related Excel and Word docs on the unix boxes, then viruses became a huge problem.
Our NT network and the workstations were well protected, but people would still access the unix boxes from home (over our VPN) or through FTP. Our Unix admins were unwilling to look at virus software for their boxes becuase "unix doesn't get viruses." Well, there probably wasn't anything out there for Tru64 anyway.
So, it ended up being a pretty messed up situation leaving just about every Word document infected with some sort of macro virus.
Just something to think about when designing your environment.

Academic Edition Software. If the Software Product is identified as "Academic Edition" or "AE," You must be a "Qualified Educational User" to use the Software Product. This is hardly an indepth document on replacing Windows 2000 with Linux. He only covers a few of the initial costs and doesn't even talk about long term costs. If we paid a consultant to provide an analysis of Linux in our business, I would hope for something a lot better than this.
What's missing?
The most obvious is the training costs for the staff. Don't tell me you are going to replace every application the users have without retraining. Sure, upgrading from Office97 to 2000 might require training also, but it wasn't mentioned at all.
Where's the long-term TCO analysis? This would include support costs, software contracts, future upgrades, etc. And what's this 30-90 days of support for RedHat? Is hey saying the OS will be unsupported by RedHat after then unless you purchase an additional contract?
I was say this is pure shit, but he did do a decent job at comparing the alternative applications that are out there.

You are correct, there is no way RedHat is earning a profit, but they probably aren't losing $27 million either. One must consider both the GAAP and Pro Forma earnings....and with only $600k in pro forma earnings, it is safe to say RHAT is still in the red.
BTW, one would be a fool to make investing decisions solely on pro forma earnings reports!
According their GAAP earnings report (generally accepted accounting priciples) RedHat lost $27 million. Their Pro forma showed a profit of only $600k which does not include the $20 million RHAT took in depreciation (non-cash expenses). I fully agree. This is exactly how my project has turned out. Occasionally I will get a fix sent in by a user, but it is generally more work to integrate the poorly written fix than to just write it myself.
However, in the case of closed-source software, users will often report bugs and test fixes (especially if a piece of software has a small user base with access to developers or decent support). I don't think that "bug reporters" can be considered part of the community.
Now, if you include those that actually submit fixes...that's a little different. Although, in the case of my project, it usually easier to write the fixes myself for a bug instead of accepting someone else's (especially since I'm anal about the code that goes in my distribution). Fixing/writing my own code is usually faster than figuring out someone else's convoluted, buggy patch.

Pay attention beoch! What I am saying is that when the NT boom happened in the mid-90's, the only experienced admins out there were *nix or Netware admins.
The NT admins that were needed came from one of two places...administering another NOS or some desktop support/helpdesk job. Thos NT admins that came from the desktop have little or no experience running a professional environment (obviously). I am NOT saying that Unix admins make better sys admins in general, I'm just saying that they were the only ones with sys admin experience back then.
Call me a troll if you want, but at least I'm not posting AC...and I'm usually the one fighting all of the Linux ditto-heads here on Slashdot.
Having worked as an NT sys admin for 5 years now, I have to totally agree with you. Most of the administrators in the NT world are not professionals and completely lack the skills necessary to run a large network.
Why is this? My guess is that it comes from the boom in NT/2000 as a NOS over the last 8 years. Figure that in the early 90's there was no such think as a Windows system administrator, and now there are several hundred thousand. Many have little experience in a professional network environment (unless they came from the Unix or Netware world). Most are desktop support personel who were promoted from one Windows platform (3.x/9x) to another (NT/2000). I'm sorry, but the skills needed to troubleshoot an office installation don't translate into those needed in designing an enterprise directory structure. Of course, Microsoft only made matters worse by then certifying any joker that could pick up a book.

As a city council member you won't be in a position to mandate(or even vote on) using open source software.
This is the city manager's job, not the councils. As someone who has worked with several local governments, listen to this...by involving yourself into the day to day management decisions of the city you will do nothing but piss the manager off. At worse, he/she will leave for greener pastures forcing the city council to hire a new one (a process that will be more costly and more detrimental to the city then whether or not they use OSS).
Do you really want to be known as the one who caused the exit of your manager or city's IT staff?
At the least you may be able to work something into the budget, but don't expect anyone to really care what you're doing.
Where I last worked, we were in a mixed NT & unix environment. The unix servers were mostly used for statistical processing, so we had Samba access available to the users so they could get access to datasets and the like form their PCs. Well, a lot of users would also store their related Excel and Word docs on the unix boxes, then viruses became a huge problem.
Our NT network and the workstations were well protected, but people would still access the unix boxes from home (over our VPN) or through FTP. Our Unix admins were unwilling to look at virus software for their boxes becuase "unix doesn't get viruses." Well, there probably wasn't anything out there for Tru64 anyway.
So, it ended up being a pretty messed up situation leaving just about every Word document infected with some sort of macro virus.
Just something to think about when designing your environment.

This is hardly an indepth document on replacing Windows 2000 with Linux. He only covers a few of the initial costs and doesn't even talk about long term costs. If we paid a consultant to provide an analysis of Linux in our business, I would hope for something a lot better than this.

The most obvious is the training costs for the staff. Don't tell me you are going to replace every application the users have without retraining. Sure, upgrading from Office97 to 2000 might require training also, but it wasn't mentioned at all.
Where's the long-term TCO analysis? This would include support costs, software contracts, future upgrades, etc. And what's this 30-90 days of support for RedHat? Is hey saying the OS will be unsupported by RedHat after then unless you purchase an additional contract?
I was say this is pure shit, but he did do a decent job at comparing the alternative applications that are out there.
