I agree, it is pathetic, but voting is a right and a privelege, not a forced requirement. Maybe we are better off that people who don't care aren't throwing ill-advised votes in no particular direction (IE: just adding noise to the system).
Why not have online voting? The federal government could fairly easily create a webserver with logins for 300 million people. Each person would be given a userid and password. This could be sent in the mail or given online after supplying social security number and birthday, etc.
Congratulations. Now your vote is tied to your social security number. The whole point of a ballot box is that the votes are uncorrelated with the voters. The total number of votes == the total number of voters, but we don't know who voted for whom.
As to your other questions? Do you really think stretching out the vote for a week or month will increase accuracy? I have my doubts.

But not an overarching story. A tale of Gods and godesses, of love and betrayal, etc. The article points this out quite clearly and none of the lore I can find on WoW contradicts this. There is "local lore" and some big stories ("the scourge" "the scarlet crusade" etc) but not an overarcing sweep of a story.
Players never face moral quandaries and never get to choose between an upstanding act and an evil one.
Everquest allowed you to do this on a daily basis. EQ2 as well. Vanguard (will be released Q1 2007) will have this element as well.
And on storytelling... yeah. There is no overarching story to WoW. Or at least not a long, drawn-out historical one. Like EQ or EQ2. Not sure about Vanguard. EQ had tomes and books found in libraries, spawn points and dropped off of mobs that painted a clear picture of the historical timeline and the relevance of various events. And there **were** one-time events that occured in-line with the history of the world (for example, the waking of the Sleeper).
And Vanguard is doing away with static spawns. It should be a good thing...

If they left the creative talent to the Blizzard team and just have Sony do the admin work (like they do with a lot of projects) it would actually be a good relationship. EQ and EQ2's uptime far exceeds WoW's uptime, even the low pop servers.
