Fallout and radiation are not the major problems with nukes, it is their enormous potential killing power. If you are to nuke a major city and kill a million or so people, the presence or abscence of radiation is not going to be too big of a deal in contrast. Some guy with a renegade railgun as you describe would have just the danger of some guy with a renegade nuclear weapon.

I would bet the Kernel modules are GPL because the Linux kernel is GPL, and they would use the MIT license for the X modules, because X uses an MIT license. Makes perfect sense to me.

Yes, having the employees run as 'regular' users would be a terrific idea. All the problems that limited user accounts have now would be encountered by those with the most ability to fix them.
I'm sure the requirements aren't just to log in and sit at the desktop, I'm sure that the requirements are also so that you'll be able to run most common softwares for the next couple years or so. After all, an operating system is pretty useless if it doesnt have any software for it.
