um... says who? that assumption has just as much precedence as the assumption that a blog author is liable for the slander of others if the blog is used as the vehicle for the slander. as far as the law is concerned, maybe the internet IS just a personal stump for us all to beat up people... it's good for society. the guy that no one can find any reason to beat up will undoubtedly become ruler. isn't that a good thing?
well... maybe not... like if you knew algorithm x could take in dictionary of size y and solve it using a function of y which would give you CPU cycles needed, then maybe... but thats a fairly specific example. if most projects are running the same code on different data sets, then maybe they could estimate based on their dataset if it was applicable.
i've done a couple of computer/math research grants, and i can't think of any CPU based research where you would know how many CPU cycles you'd need before your research had even begun. if you could calculate that, then you could have just as easily calculated your original problem.

um.... just because the reader software can read version 1 and 2, that doesn't imply that it can read ANY version 3 feeds, especially if the publishing software took advantage of features only available in version 3.

The CPU/RAM consumption of a web site may in no way affect the performance of a server. This means that the implementation of CGIs on a web site must be carefully studied by the account's owner. Examples of what can cause high CPU/RAM usage are:
CGIs that handle too much data from text files. An example of this is a message board. The UBB (Ultimate Bulletin Board) is well known to consume very high amounts of CPU anytime it has to handle its flat file database (like when someone posts a message).
Perl scripts constantly executed consume a lot of server resources, since the Perl interpreter must be launched each time the script is called.
Scripts with long loops.
Scripts that are constantly calling a database and doing complex queries.
We reserve the right to disable any CGI script that affects normal shared server operation without notice.
Web sites with excessive traffic will consume plenty of CPU and RAM, since the webserver has to handle more. Any web site with more than 140,000 hits per day will be considered a high traffic web site. Special prices apply in such case. The user will be alerted if his/her site goes beyond such limit, and will be given 3 days to either upgrade his/her plan to accomodate the added traffic or to lower the traffic. If not, the account's traffic consumption will be controlled, or, the account might get cancelled (sudden peaks in traffic are usually due to the mirroring of large files, which are against policies and usually result in cancellation).
If a script (and its instances) is found to be consuming too much CPU power (more than 5%) and/or RAM, and it's affecting the overall performance of a server, A+ Hosting has the right to move/block the script, and warn the account's owner. The warning will consist of a request to improve the performance of the script, or to replace it with a more efficient one. If, the account's user pays no attention to a warning (or several ones) and puts the script back to operation, A+ Hosting has the right to again block the script and/or change the account's password until the user complies. If, after that, the user still pays no attention to the warning and puts the script back, A+ Hosting will delete the account. No refunds for the current month of service will be given (advanced payments will be refunded) and a $35 clean up fee might be charged.

nah... casio had one. it sucked. they mainly hyped the color for graphing to differentiate between data sets being graphed simutaniously.
