The size of the federal government is obese and needs to be put on a diet. Simply getting rid of departments and agencies that do not have to be at the federal level would be a good starting place (e.g. Dept of Education). Others like pure science, NASA, etc. should remain at the federal level.
Congress - the House and the Senate must work together to pass a BUDGET before the current one expires. That is then signed into law by the current President.
This CR business is a real problem, and the Senate seems uninterested in actually doing to work to create one. Instead of normal, yearly budgets passed in the spring, in plenty of time - we just keep taking onto what we had the previous year in a "crisis" mode not long before 1 October. That honestly IS in a good part Obama's fault. The democrat held Senate has not passed a budget since April 2009! And democrats still had the majority in spring 2010, so no excuses there.
Actually the problem is that 3rd world nations burn a lot of wood (bad since it both pollutes AND reduces a carbon sink - trees), coal, and animal dung with no pollution control equipment at all. On the other hand, our cars and power plants here put out so much less pollution than we did 50 years ago, that there is not much more we can do to make them cleaner. In fact, today's diesel engines actually clean up the air since what goes out the tailpipes is cleaner than what goes into the engine.
So - want to get rid of bulk CO2 sources? Wipe out 3rd world nations. Problem solved.

It is used to track copper and fiber outside plant world-wide and can easily do what you want. If is all FOSS (beyond requiring Oracle). Supports multiple fiber types, ducts, innerducts, fabric ducts, etc. Supports raster tile backgrounds - supply your own or use Bing or ESRI's online. Supports as many users as you want, but is highly tuned to require very modest server specs.

Oracle database (just needs basic Oracle with locator) Java server (take your pick) - we last used Weblogic Java on the desktop - It uses Java Web-Start to create an ArcGIS like full desktop client for fast multiuser editing.
