Putting a MS OS on the system allows the vendo to collect MS advertising revenue AND pre-install all that bloatware with their install fee for putting them on the machines. Choosing to install an MS OS enables the vendor to recapture a lot/all of the MS license revenue AND offer a machine that consmers want, a machine that is just like 90%+ of the desktop market.
Pre-installing Linux results in a zero license cost BUT no bloatware revenue, and the machine will appeal to rughly 1.4% of the user base.
Linux still lags behind MS Vista, by a 2:1 margin (Vista enjoys about a 2.5% total market share, Linux about 1.4%), but still Linux advocates declare Linux is poinsed to take over the desktop market any day now!

Before extrapolating long-term outcome of PPACA remember that the vast majority of Americans have yet to be impacted by the legislation - at best 'only' 10 million of the estimated 43 million uninsured Americans at the time bill was passed have coverage, and the employer mandate has been delayed severs, times now (and the vast majority of Ameticans get their coverage from their employers).
Only when all Ameticans are insured AND the Employer mandate is in effect can we tell the real impact of Obamacare - as it stands right now, less than 1/4th of Americans are impacted by the legislation.
I wonder if the folks that did this study included the 'benefit' of the uninsured penalty/fee/tax some 33 million uninsured Ameticans will pay April 15, 2015?

States could, if they chose, break out federal elections from others and allow non-citizens to vote for dog catcher, mayor, etc. heck, they could even allow people of all ages (0-18) also vote - states are free to run their own elections as they choose - they are not free to run federal elections anyway they want.
House Majority PAC is a Democrat PAC hoping to regain Democratic control of the House - if you go back and carefully read the original post, the writer indicates that it is a Democratic super PAC:

This is a decent idea, but it doesn't go far enough - every non-profit college and university shuld be held to the same standards if they get tax subsidies or federal loan money.
It's popular to bash the for-profit schools, but there are plenty of over-priced, in-effective 2 and 4 year schools that saddle their graduates with mediocre educations and excessive debt loads.
And what is YOUR current employer doing, anything? Are you embarrassed to be working for a company doing nothing for those 114 schools?
Go look up Microsoft's Dreamspark program, they have been giving away software for free for YEARS and the discounts MS previously offered every school in America were exceedingly generous (see a Educational Advantage). And through organizations like TechSoup charities can buy copies of Windows software for literally pennies on the dollar.
The problem is that in this country, schools are funded by local taxes, so the poor districts don't have any money.
I would invite you to look into so-called 'Abbott Districts' in the state of New Jersey - these are the poorest districts in the state, and as a result of the Abbott court decision they receive so much state aid that they are among the highest-funded districts in the state (dollars spent per child) and have been for decades, yet, oddly, even after all that money has been invested in thes districts, they are still among the poorest performing districts in NJ.
it would be an interesting experiment to exchange the entire student population at a successful suburban school with the entire student population from a struggling inner-city school. Do you imagine the inner-city kids would flourish or continue to fail in the suburban school? Such an exercise would, I suspect, underscore the reality that the issue isn't funding levels, the age of the school buildings, etc.
Obama also plans to seek funding for training teachers to utilize this infusion of technology.

And you can flip between them at will - install without GUI, and later when you find you want/need GUI you simply install that feature. Later, when you realize it was a mistake to install GUI, you can then remove the GUI feature.
