How about getting rid of teachers who don't teach and instead of 10 administrators/people for every student have 10 qualified teachers for every student. And pay the teachers a decent wage while they're still young/passionate enough to still care. Nevermind teachers shouldn't be babysitters but since they are, make it worth their while and encourage them to be better teachers. Man means manual as in what it is and how to use it, that means an understandable description of the implementation and options as well as description and examples of its use. Of course, that's when the programmers were interested enough to write man pages at all(DE subprograms,etc). I used slackware since 1993 and freebsd since 2004 and tried various others over 15 years and I still see man pages in linux are often outdated and always cryptic.(howtos AAAHH!) The bsds, at least, keep their pages up to date, although still cryptic sometimes, but at least they have cleaned many issues about their man pages up.
There is also one other flaw that most have complained around is that when you install a command, be it a bsd or linux whatever, the installation process doesn't tell you what the runtime file is. It's kind of hard to do a man command for information on a command when you don't know the runtime file to do "man" on. Freebsd ports and pkg_add both leave you in the dark about this.
I won't get in to documentation on the GUI side as it's just too embarrassing to acknowledge that it actually exists at all.
