Why require it? Why not just let the makers include features if they decide the public wants them. This is getting ridiculous.
I want HDTV to die a quick death. Maybe that will stop the government from its draconian attempts to outlaw standard TV broadcasting. The shift from standard NTSC TV to something better should be accomplished through market forces. Why not? You didn't have the government outlawing 8-tracks to force everyone to cassettes. Let it happen.... or not happen... on its own.

Google really has no idea what it is talking about. There are too many variables to take into account, and they have no idea what the future will bring.
Going back 30 years to 1974, look at the predictions made then. How many came true? Did any come true at all?
Specific to the Google situation, it is easy to think of a few things that could throw the 30 year prediction into the wind: proliferation (increase) of privacy/DMCA/related acts, removal of such restrictions, computer speed improvements.
Mahy have been inspired by the Texas representative's "open source" outlook on campaign fundraising. "If there's a source of money, we are open to it."

For one thing, spectrum isn't "consumed". For another, it is expanding due to the use of compression of data.
