They're scared of the bandwidth demand

They're just worried about the poor economics of their network as more and more people learn to use post-Napster file sharing. BitTorrent is a pretty heavy load. I think they should just distinguish their service levels by bandwidth, and forget about killing specific services.
Maybe it would not have to be launched from Earth. Perhaps another asteroid type object could be maneuvered to do the same job, or perhaps a chunk of the Moon.
Or maybe something that was already in orbit -- just collect a bunch of space junk, or dare I say the International Space Station?
Sometimes asking for a wish list of features ends up like that Simpsons episode where Homer is invited to design a car. The most important thing is for the company to choose the "philosophy" of their device and then the feature list should fall out easily from that -- is it really for audiophiles? then everything should be optimized around sound quality.
When they are talking about "developer" liability they mean the commercial entity that developed the product. So while individual developers may not be as liable, someone in the developer company must have the same liability as an engineer.
Plus, in construction projects a construction company or worker may be individually liable for negligence even if an engineer and/or inspectors sign the work.
Legally, people cannot sign away liability for negligence. It is still possible to pursue lawsuits against developers if you agree to an "as-is" license.
One problem is that technical liability (such as engineering cases) are often assessed by "peers". How much liability will other developers hold each other up to is such cases?
Just provide a user check-box for whether you want Taiwan shown as part of China. Just like overlaying roads and restaurants, overlaying optional political boundaries seems pretty easy.
Until LPs, musicians made money by performing and working hard. With the recording industry, remixed singles got some lip-syncing, manufactured bands very rich. It was good while it lasted, but is it really unfair if musicians have to go back to performing?
Even if you agree to license that indemnifies the provider it can still be challenged. Almost every supplier agreement mentions that the provider is not responsible for negligence on the provider's part, but actually you cannot really sign that sort of responsibility away.

Ummm... these kids don't have internet access. Check out internet access costs in Cameroon and such. Laptops would essentially be useless to these kids. They cannot even word process as they won't have printers, paper or ink.
This is a case of a tech elite being totally out of touch with the reality of being poor in unstable countries.
The suspicions about coworkers taking pictures is worth considering.
I have gotten in the habit of never carrying any type of camera in foreign countries. If picture taking is considered suspicious in England, imagine how an innocent picture around Beijing might be interpreted.
Taking pictures of landmarks is now grounds for suspicion of terrorism!

I expect the recording industry will waste no time in going after these pirates with lawsuits.

I occasionally neglect to return the keys. The hotel doesn't mind too much, and expect this to happen fairly frequently.
Great, once we can control hurricanes we can start to direct them toward our enemies! Those Commie Cubans and Venezeulans better watch out!
