For all else, literal programming is good comment, all other comments are to be regarded as disinformation unless proven otherwise.

The idea is that with his tool you do not need to understand the problem. Play for a day or three and you got a nice working binary search, voila! Without understanding it at all. All while sipping latte and updating your status at facebook.

CIA outsources a lot of its dirty work, primarily for deniability reasons but also since experience is hard to get in some risky fields of operation.
I.e it can have been developed with help from experienced contractors, who will bring their own tools and might also steal tools for private use.

Most of the Phoronix benchmarks will feel like benchmarking cars by measuring highest rpm possible (higher is better). Or measuring acceleration down to micro seconds, but some cars tested in light rain and some in snow.
I do never feel that they are doing it on purpose, only by incompetence or carelessness. (i.e there are no deceptive scales like in ads)
