Putting a full computer in a phone actually resulted in a more useful device, enough to dismiss the dismal battery life. The real problem here is that putting a computer in a watch doesn't actually increase the utility of the watch but still results in dismal battery life. Fixing either problem will vastly increase people's interest in these computer watches.

From what I can tell, it would be used for a reciprocal agreements to disclose overseas data, meaning if the EU law enforcement wanted access to XYZ stored in the US that the company would have to comply and vice-versa.

This is a legit question because the answer is that it's a loophole for Chinese law. More specifically, China has several laws that are designed to empower the government to prevent money from leaving China (and thus it's economy). Cryptocurrencies enable people to convert their money into a form that can be electronically transferred then converted back into another currency, completely undermining their efforts to keep wealth inside China.
