It's a work in progress. The chemistry is doable (it's been shown and proven) but people (including me) are actually working to design and build cheap "high resolution" lithographic systems. One micrometer lithography is easily within reach. Higher resolution is possible but getting a laser with the wavelengths shorter than 400nm on the cheap may be a challenge.
Considering that processor was likely made with the three micrometer lithographic process, it's quite possible to make the processor in a homemade lab using maskless lithography. Hell, you could even make it NMOS if you wanted. So yeah, emulation isn't the end, it's just another waypoint in bringing old technology back to life.

I might agree with you were it not for the tiny detail that the point of Tesla isn't to be a successful car company but rather to push electric cars into the mainstream. Considering recent headlines like VW going all electric and hybrid, I would say they have succeeded in doing just that. What's going to put it over the top is when the gigafactories (they are building more) start cranking out the new solid state batteries in a few years which will drop the price of electric cars while increasing their mileage.

The same thing happened when they outright banned leaded gasoline. We could have taxed it more or some shit but we banned it because it was for the good of general welfare. I think the same applies in this situation despite any reservations you may have on the topic.
