I'm in the process of starting our CSS layout from scratch for all of our blogs [...] We've spent 40 hours in the last week testing a few ideas on a variety of browsers and they're a mess.
so what is the problem with the css standard, exactly? it seems reasonable to me, it's just that some browsers implement it poorly. maybe this is hard, or maybe a common standard for presentation on the web is not in the interests of some dominant browser makers?
assuming "too difficult to implement" is a valid complaint, are there others?

on my ubuntu system, all the software i need can be installed from ubuntu's archives, over the internet, for free.
Sure Macs are safe for now because how big is their market share? 5%? 10%? Linux has even lower while Microsoft controlls the remaining %, so naturally people are going to target it cause it has the most impact.
linux isn't safer merely because it's a "smaller" target. the development model and worldwide peer review make the code qualitatively better than windows' proprietary code.
Instead, I see it as what a baseline browser that's integrated into the OS should be.
first, a browser shouldn't be integrated into the OS. secondly, a "baseline browser", if anything, should RENDER CORRECTLY. *That's* the baseline. Then, if people want tabs, extensions, or other add-on features, they can start looking around.
the IE dev team has had plenty of time to fix their broken software, and they haven't. they left the rendering engine a pile of poo, and either intentionally wasted their time on end-user stuff like tabs etc, or they simply aren't able to fix the important stuff, so they did the bells and whistles.
this product is an enormous screw-up, like its predecesors.
I agree. But are the damages coming from the individuals, or the taxpayers? If the latter, unlimited damages does very little to reign in the behavior.

the goal of enforcement is to keep at bay a culture of corruption and mutual cya-ism in the police force. this is a matter of (unwritten) department policy, not individual behavior. if the culture isn't changed, you can be sure that incoming police officers will adapt to the culture rather than worry about the one-in-a-thousand chance that they'll get nailed by some guy with a video camera.
What do you think the point is of passing huge numbers of unenforceable laws? The point is that the police can pick anyone to be a criminal by selective enforcement.
What this is is a perfect example of the opposite. The judge needs to award costs, and a little extra for the trouble and tell the cops to stop acting like idiots. End of case. No lasting dmage has been done to anyone, as long as the law gets laid down in a blunt manner nothing else is needed.

I have found that if you respect the police, they will respect you. If you treat the cops like assholes, they'll probably do the same to you.

The problem with your theory is that you don't need MS Word to read other people's documents. Microsoft offers for free the MS Word viewer for this purpose.
