This is China we're talking about, they need time to grease the right wheels and get the law changed in their favor.
The federal government of the United States should not blame China for this, it's called being Shanghaied for a reason, and it's not a new term.

Having checked out the project's page, it doesn't use LCARS, so that won't happen.
