They mandate levels of local programming to stop the US media companies from diluting/damaging their own culture and/or their own local interests(eg employment for actors). Take Baywatch for example. They charge a fortune for it where they can (in a mature marketplace - say Australia) and practically give it away in a less mature marketplace.
If it cost's $10,000 to create a one hour show in Tanzania, for Tanzanians using Tanzanian actors but the local network can get Baywatch for $1000 which product are they going to go with?
And, that doesn't even take into account the ultimate ownership of the local media company which could even be the original manufacturers of Baywatch.
I guess this isn't the time or place to mention that the foreign ownership of the media company in Tanzania was forced upon that country under some form of Austerity/whatever measure imposed by a supposedly beneficial 'global' trade organisation.
If quantum terrorists are hurting people then it's in the best interest's of everyone to keep it a secret. As far as conspiracy theories go who could deny the existence of black helicopters these days?

They haven't yet gone to such extremes with the global warming proponents but I can see some similarities (especially in that bastion of freedom, liberty, and intellectual honesty currently ruling this flat planet).
Even New Zealand isn't an option anymore. Since the wealthy US citizens have all decided that the place to go is NZ (what with the financial meltdown that is coming) they have made it so that the locals can no longer afford to buy or rent housing.

It always surprises me when I read on/. such back to front ideas. The Iranian leader said Israel should be in Europe and should be wiped from the middle eastern map as they (the middle eastern countries)shouldn't have to pay for europe's mistakes.
Then again in your world the USA does no wrong and Israel is a democratic defender of human rights.
