I will asume that guys in the FDA tries to make his best to test and to be sure that the product is not going to cause any harm. US has one of the most restrictive laws in the world in relation with Pharmaceutical patents. The Pharmaceutical Industry (PI) get the patents for so long that you have to pay great amounts of money because there are no generic alternatives. The governement authorizes abusive practices. In fact WTO tries to impose protections for the pharmaceuticals in "third world" countries. Any time US negotiate a new commerce treaty with any "third world" they impose those conditions. But has been some changes, in Africa some drugs can be declared a "priority" for the Health System so the Lab HAS to give the patent to the gobernement so he can produce a low price drug to be distributed.
Another Thing is that de PI dont make trials in US, they do it on other countries and when the drug is safe to be sold, they come to the FDA in the US and the ask for permision. Of course those "other countries" are South America or Africa and of course not always the drugs are safe to be sold but the PI can pay very well to the FDA guys.
They could release an evoluting game thats a great concept. Each week they could release a patch to add features to the game.
Or maybe the programmers are writing the code for the 32 cores with 128-bit Intel Core 4 with Windows Vista Reloaded 2 you know just to be prepared... and what about DirectX 12? you didnt see that coming!!!! DAMN... another 5 years more....

My current operating system is running as fast as it can, my games are running smooth... so whats the need?
Well i think that the hardware market is trying to sell us space crafts to go to buy bread at the next door market. Yes it moves you, it can be bought but it lacks of better use.
Maybe the real goal right now could be investing more time and resources to in software domain to get this hardware in a better use.
