Even having gotten to see video-conferencing with a school in a different country, I was intrigued and impressed, but didn't expect it to have any impact on most people. I think part of my rationale must have been something along the lines of "BBS's have been around for more than 15 years, and most people have never even heard of them". So I'm not sure that the length of the males lifespan would be all that critical to whether or not he gets to mate. The length of the female lifespan, on other hand, would be a bit more important, since they tend to lay at least 2 or 3 batches of eggs.
Long story short, I don't actually have a solid answer for ya, but it's wrong to assume that length of life is directly proportional to ability to breed. For instance, a human stops being reproductively viable after 40-60 years of life, but live to be 70+ years old. Decreasing the average human lifespan for a sub-group by a decade or two probably wouldn't do anything at all to limit their ability to compete/procreate.
I understand what you're saying, but the problem is that it IS a question of definitions. A deranged person is someone who does deranged things. If you accept that blowing up a crowded market is deranged, then you have to accept that the people who do it are deranged. There's no wiggle room there.
Moreover, your desire to look at their "motivations" is understandable, but largely irrelevant. If you go and firebomb an orphanage, and then tell me you did it because the fuchsia-lizards in your living-room told you to do it, it doesn't really matter what you think your reasons are - you did it because you're deranged. You don't get to say "He shot the governor, so he must be a tea-party nut. And he must be a tea-party nut 'cos he shot the governor". The unstated premise there is that any time a governor is shot, it must be done by a tea-party member, which is downright silly. However, when you state that "He must have shot her because he was deranged, and I know he was deranged because he shot her", the unstated premise is that when a governor is shot, the person doing the shooting is deranged, which is certainly true in the colloquial sense of the word. If you want to get into clinical diagnosis, then we'd have to define the terms ahead of the time and have a different kind of discussion, but you'd just be splitting hairs.

So since you can't exactly "cut" debt-payments, you're talking about slashing a budget which takes up about a quarter of the federal budget, and includes not only the military but also neat programs like NASA, various energy infrastructure requirements, and law-enforcement counter-terrorism operations.
But, of course, if you're a sandal-wearing perma-fried hippie, it's much easier to just yell "MORE THAN HALF!" and ignore the actual numbers. It's kinda hard to get the anti-war crowd frothing at the mouth when you just stick to the facts.
