    Fines are meant as a deterrent in addition to handling paperwork.

    Yeah, specially since 'license' is not used in the body of the article. Instead they use variations on 'permit.'

    Misleading, inflammitory headline; a pool license is bogus. A permit to build a pool is standard fare.

    Oh, wait, I just saw the favicon...that explains it.

    A swimming pool is a massive adjustment to the landscape, involving excavation multiple feet down. You don't know what pipes or wires might be down there. And what if you're on a hill and it breaks because it wasn't properly made, causing a landslide?

    Note, by the way, in the BODY of the article, the word 'license' never shows up. Instead they use variations on 'permit' which sounds much more logical. If you want a pool, you get an inspector, they ensure there's no rogue wiring or geographic problems, they tell the city, then you get your zone permitted to install a pool.

    Actually, in my life, I've lived with a good 12-15 cats, and it really does boil down to the cat and the owner.

    The two that are entrusted to me now couldn't be more different. One is unbelievably affectionate, actually will come when called (and very often when NOT called...), a talker.

    The other's a loner, very quiet, never comes when called (in fact, seems to take a delite in ignoring me) but will, on occassion, saunter over for attention (but only when SHE wants it.)

    (I was, for the record, just trying for the cheap joke)

    Actually, both dogs and cats have shown to respond to rather large human vocabularies. The average dog, on average, is smarter than the average cat.

    See, that's just what cats want you to think. All that time NOT spent fetching balls and sticks is spent contemplating the inevitable rise to power.

    But, again, there's the whole intent, spirit, letter confusion.

    If they spent a few more words on that one, we'd...well, we'd still likely be having problems over it, but probably on a more granular scale rather than "completely banning guns in W.,DC" scale.

    If laws were "interpreted" based on stated intent, rather than explicit word, then we'd be fine again.

    "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

    Does that include machine guns and automatic rifles?

    Because the wording needs to be (well, in theory at least) as precise as possible.

    Try to fit IEEE 802.11 into a paragraph and not run into conflicts and problems.

    It is already in place. You need a WoW account to post on the WoW forums (because you post as a character.)

    Plus you can only post in regions you have characters on. I.e., I can't post on the EU forums because, despite having a WoW account, I don't have any character made on an EU realm.

    The problem really boils down to they have a very small number of real moderators and many many many posts, and the infrastructure really doesn't scale.

    So, no, it's not as good a deterrent as you think.

    Oh wait, they're not.

    If Blizzard "cared" about their customers' opinions, they would have asked about feelings on this change before they announced it,

    So if Blizzard 'cared' they would have announced about something coming out in the future...and...allowed people to chime in with their on it?...which is exactly what happened?

    They do.

    You have to post as a WoW character in the WoW forums, so you need a character in the first place. Plus you have to post in the proper geographic region. (I can't post in the EU forums cause I don't have a character on any EU realm.)

    I'm also pretty sure trial accounts don't give you the benefit of forum posting.

    So, now that I've told you they have already implimented your suggestion...what's your next brilliant idea?
