I wouldn't say they bet on the wrong horse; after all, Nokia still is a market leader in phones. However, they DID bet too much on the wrong horse - that might definitely be the proverbial last straw.
I wish the games would now pick up - both in terms of quantity & quality. I'm starting to buy XBox Live games now due to the lack of enough good stuff available. There were what, 13 games at launch, and only around 20 now, almost 6 months later? What happened to all of the lead time the developers had?
Are there any good games for 4-players for the 360 excluding the FPSs? Right now my list stops with Tiger Woods '06; I'm going to have to go back to the PS2 & GC for more co-op fun.
In related news, a new use for the same device is being co-developed that will help nerds realize the person they are talking to is getting bored. It will be triggered by the camera recognizing the "glazing-over" of the eyes, and then triggering a mild electrical shock. No longer will nerds be relegated to being typecast as socially-challenged with this amazing new device!

No standing in line @ Costco now... perhaps the shortage was to supply enough units to Costco/Sam's.
