Why would developers might want to speak/understand English?
1) For communication with fellow developers regarding assistance and collaboration
2) Write better code
Good programming style, which includes good comments(in whatever language that code will be maintained), and code that is easy to read and modify is just that - good code. Someone writing in C# in Russia or Korea, if they write good code, anyone in Brazil or US would be able to read their program and understand what its doing.
I've seen code that is unreadable and unmodifiable written by English speaking contractors right here, on the American soil.
And their ability to grok English didn't impact the goodness of their code.
And whether you speak and understand English you can write either good or crappy code.
Why not develop an app that teaches English? There are many more resources available in English to learn from.
And when people know how to speak English they should be able to communicate, grow, develop and learn on their own.
You will give them the tools to learn.
Well... if you're in a situation like that, give them a helping hand, pull their antenna up, push them out from under the cover saying "Better reception!!!" and get your camera phone out and win a few bucks on America's cough Stupidest... ahem... I mean... Funniest videos.

If we do not help improve the living condition in third world countries NOW, those people would be the first ones to go when global warming gets worse.

And yes, I know that there is enough food being produced in the world today, by US alone, to stop world hunger and the reason why it still exists is political. I wish there was something that I could do about it directly, like I do things every day to help prevent global warming. I recycle and drive more fuel efficient car and eat less gassy foods, etc.;-)

I believe that if half of US population signed a petition or boycotted or did something to show their concern about the world hunger, US government won't do anything about it. Whereas if half of US population exchanged to a more fuel efficient car, for example, not to say that it will prevent global warming altogether, but there will be a difference.
Also, not to say that either is going to happen, but those of us who are concerned about both issues, can do more or feel like we can help more in one case rather than the other.
That's why I think that improving conditions and helping third world countries NOW is a more important problem.

Maybe evolution isn't natural. Maybe it was some alien race's plan to slowly destroy Earth to make way for hyperspace, interstellar bypass or some tenth grader's lab experiment?! A tenth grader of a more advanced alien race, but still... a tenth grader. At the end of the experiment, he'll write a paper proving his thesis that creating X with certain characteristics always leads to X's self destruction. (X here being a human or human race.)
