Yes, but when you've got a shell session open already, who wants to open Kate (okay, on my system she's always open), punch in the credentials, and navigate to the file you want to change. It's an awful lot easier to jut type "vi filename".

From what I understand, the FBI still stores most of its files in hard-copy form. Accessing data can take weeks for a low-priority case. The white house, the CIA, and other agencies have all had high-profile data breaches in the past few years.
More importantly, there are a lot of non-military departments where the infrastructure and management of computer systems is extremely lacking. Setting up some catchall policies for these departments can only help.
I too come from a rather... rural environment, and I found it shocking that (for the most part) Obama's race never really came into the discussion in a major way. I know plenty of bigoted assholes, and most of them actually managed to look at the issues.
