It is indeed a major mistake. Firing the responsible technician on the spot as you suggest will not do anything to increase security however. After all persons responsible were able to act on information provided - next time this method did not work. We do not have such certainity about their replacement.
Not giving a chance for improvment is bad policy - the only thing it really does is alienate security people. It may be that next time they spot similar mistake they will not fix it in any official way fearing consequences and this can create bigger security problem then the one 'fixed' by firing squad. Alienated guards are bad guards.
In any case I would not hope for miracles - pure HW solution is most likely not going to work. In long term this person will most likely need some medication and excercise.I remember that when I got similar problem I started going to gim to get some more excercise (besides operating my beer tankard:) Trackball helped too but not straight away so patience is needed.

But seriouly - these things are bound to happen - no amount of security will provide 100% of it. MS or debian whatever - it will happen. The question may be (if you dare to ask it) how many times did this kind of threat occured (and was then reported) in MS case? Who do you trust (more)?
whether inconsitencies and illogicallities in the law exist I do not know but I trust gov officials to be stupid - they have always been, they are and they will always be as stupid and dumb as they can get, unless, that is, they are malicious - then it is another story. we can thus safely assume that they are clueless and the law is crap. This in itself is not so bad. bad is when we have a law that is impossible to obey. That is however good thing for authorities - they can then pick any individual they dislike in safe conviction that the person they are contrating upon is a criminal - after all anything is illegal then?//

And why would that be bad or wrong? I can understand you are worried that your coountry is bleeding jobs due to (possibly) another managment fashion or just plain disinterest of your people but see where the money really is: in managment, law application etc - just about only part of society (in developed countries) that keeps getting higher and higher renumeration is high managment - people that money (mainly) for breathing. All other are getting smaller and smaller part of the cake. Whether this is good or bad I do not know but I know what school I would chose next time around (if Ihad a chance) and it would not be technical university.//
off shoring is well what any other managment fashion is and has been - a fashion. There are of course important reasons why some activities move off shore. Some managers even use logic and calculation based on facts and common sense to analyze possible benefits but that is an awkward minority. This however does not mean that all software development will move from USA or from EU countries elsewhere. Some will stay. That is as with motor industry or steel mills - some leave some stay and prosper. See - car factories in England has been closing - last week pugeot last year (was it last year?) last big car factory in england went bancrupt. Still english motor industry is well. The same will happen in software - you will see some activities go some stay, some will disappear altogether some new will be created. Unless something big (like this long due adjustment for US deficit for instance, if the process gets out of control) happens, this is the way it will develop. Sad as it is our jobs are not secure and prone to disasters caused by nature of things, including gorss incompetence of managers, governments etc - as Agent Smith put it: 'it is inevitable'. There is no cause for joy but neither there is for despair. As long as governments do not destroy basis on which individuals build their prosperity (like it is the case in for instance germany where governemnt constantly makes new laws the shall simplify the existing laws by adding some comlexity to them etc - not the only one in Europe that does that) there will always be a chance you can pick.
My advise to the guy who asked the original question would be: chose something that you can do without losing respect to yourself and that does not harm to much of your environment. Something for which a chance exists that when you look back after some time you may be proud of what you have been doing. I know that is not easy and very difficult at the beginning of your journey with a bit of luck (here we go again:) you will make it.

PS: to babbling - how on earth you came to the idea that there is any software development of any value in countries where IP is not repspected? Or put it other way - what (for instance) chinese software have you been using recently. I have bad view on IP as they stand and are excercised by big media, M$ and such but still it kind of works. It does not mean we do not have to modify them in some comon sense way (IP laws thatis) but throwing them away is a nonsense that even open source community appreciaties.
