Many things that aren't FCC approved (like cell phone jammers) are legal for police and anti-terror use (like cell phone jammers - or this). It may be illegal for you and me - but those who need to use it to protect infrastructure can most assuredly get it. Same with modern automatic weapons, grenades, etc.

IMHO - it is letting them off the hook. The devil is always in the details. Coming up with a big idea and "fleshing out as you go" is a sure way to guarantee, IMHO, a lot of rework, redesign, and rebuilding. It also invites continual tinkering with the product spec - and that breeds more churn. Lock down the inputs and the outputs and the required relationships between the two and you can go forward predictably, reliably, and swiftly. Leaving any part of that open and you just beg for churn. Is it responsive? I'd say no - it's better to have the hard discussions and put the time up front planning rather than wasting time and effort down the road.

IMHO, Agile should be avoided for one simple reason: it lets the product manager/customer get off the hook easily without actually DEFINING what they want. It enforces a mindset where the customer doesn't have to really figure out what he wants, and ensures a team will run around redoing work because of that failure. It's a structured way of responding to a poorly defined (or, in more extreme cases, undefined) goal. And that is the problem itself - not know WHAT you want at the end, but believing you'll reach it by ending up with a million monkeys pounding on a million keyboards. But rather than pounding for a million years, they'll do a million 2 week sprints instead.

Absolutely. But I believe Trump will use the "bull pulpit" to greater effect than any President in recent ages. I believe he'd name names and level accusations of bribery against those who opposed him. Right or wrong. Those in Congress will not be able to hide behind closed doors and try to "work deals" to assuage their financiers. That alone will make the following 4 years at least entertaining, if not beneficial (shining the light on the way our Congress is bought-and-paid for by corporations AND unions).
