The US should give money to DARPA - but why not instead something a little more holistic, low cost energy (limit the need for resource-competition, avoid the "war" problems in the first place)
Realistically IE is still leading - when you add up all the IE and FF versions Microsoft is still at 50% dominance, FF trailing with 32%.
Plus once Chrome gets a foothold it will sweep up the ranks (eating up the FF share), it loads in half the time of FF.

In addition microwaves operate at 2.4Ghz, resonant frequnecy of water. 884Mhz would have less effect on people at the same wave form amplitude/power.

Made a ID card system for a laboratory which you needed to place hand on sensor. If your card was wrong/forged it gave you an electric shock. =)
