Both dish and directtv have contract terms that are longer than their with contract rates eg: $50/mo for the first 2 years with 3 year contract then just $399/mo thereafter.
Att's (landline and broadband cable maybe diff can't get theirs here) promotional rates last for the full length of the contract term as do verizon's cellular plans.
The city however is very clear with their plans they list the price and speeds on their flyers and all service is month to month.

I've got about a dozen recorded phone calls from "AT&T solutions providers" (contractors AT&T has hired to telemarket) trying to sell me uverse as a fiber optic service.
But its not fiber in this area its ADSL2+. Which is odd because the city sells fiber lines up to 50/50mbps.
My US AT&T ADSL2+ does 12/1 Mbps in a small (10K~ish) town. Its an all fiber network just ask anyone in marketing, sales and/or most anyone in support.

No it doesn't but on that subject I still feel that any SDC should still have a manual control thats works just like any non SDC today. Should the govt be able to remotely direct SDCs? Sure if the bridge is out redirect the traffic and save all that time. Will that happen? Only if its made a requirement early on or were going to be stuck with several diffent SDCs all with different incompatible control Apis if they have Apis at all. Make it optional but on by default "accept route changes from DOT" People will leave it on or be annoyed at having driven another 30 miles just to find out the bridge is out.
Companies like to make sure their products are as compatible as nessasary but no further.
For example verizon wireless is still today selling basic phones that will only run apps from Verizon's store. Or how I can only print via bluetooth on certain phones because even though they support the latest bluetooth spec they decided not to implement all the features for whatever reason.

You can make software that works but that costs money.. so if lawyers cost more than programmers hopefully everything will be fine.
