If I change my contact details in preparation for a domain name transfer and GoDaddy locks me out out of transferring it for 60 days, what's to stop me from transferring it on day 61? If it happens to overlap with my renewal with GoDaddy then all I have to do is renew the domain name for one year with GoDaddy and then transfer it when the lockdown is over. Nothing is lost here. It might be inconvenient but they're not bilking anyone out of any money.
Any e-mail admin worth his salt should know that you never block based on the query from any RBL. You should always use the results of a query to modify a score-based spam filtering system based on the reliability of that RBL.
Make a list of domain registrars you are comfortable using ordered by preference. Choose the provider at the top of the list and then fill out their paperwork (or online forms) to transfer the domain name and let them do the work. If that provider of choice won't do it this way then move to the next one on the list. Eventually you will find one that will do it.
This is a good start for some interesting conversation, Jon. But I hope that the people who are actually working on this new technology don't start posting the ins and outs of their new advancements.

You do not have to sign up to start using Spamhaus. Their DNS servers can be queried by the public without notifying Spamhaus in advance.
