unlikely solution
With USA being in the top 3 most populated, and a relatively low infant mortality rate... (46th of 224 countries). Your solution may work for developing countries, but not for those already developed. With states constantly refusing public school sex ed classes (Legislator's vote down sex ed bill), major politicians supporting absitnence as the only contraceptive and leaders whom also condemn masturbation... Our population is in trouble. My highschool sex ed class was little more than a P.E. Coach talking about how he used to have tons of money and then lost it all.

You can call it whatever you want, but I don't think it's an _accident_ after seeing them do similar hundreds of times now over decades of watching. Not that we're know for corruption down here or anything, but Roger Villere is also the chairman of the Louisiana Republican Party.
There were those who thought there might have been a connection between the florist licensing thing and him, but I dunno. There was also the home inspector license thing initiated a year or two ago, and now this shit. They're always whining that they need more money.. There was the "temporary" business tax-thing that got "renewed" because they need more money. And the Stelly tax joke.
How about instead of trying to suck us dry, we try to get all these fuckers to keep their hands out of the pot ?
It's no wonder nobody wants to do business in our state.

Not a first for LouisianaApparently, Louisiana is well-known for this kind of crap. In order to be a florist in Louisiana, you have to be licensed. Achieving this requires taking a $150 exam before a committee. Of course, the committee is composed of other local florists, to whom you represent competition. Dead serious
I'm not the original poster, but he's dead serious about police stopping people and simply taking their money.
For example, police seized $57,000 from three men on the assumption it was drug money. The men claimed it was to buy a shrimp boat, and the police chief was later charged with planting drugs in their car, and convicted of malfeasance - article (Note how in this story police are quoted as refusing to identify the laws that were broken, claiming that to do so would stop people from breaking the laws and limit police's ability to pull people over.)
Based on examples, it seems like police in the US can seize whatever they feel like, even if they recognize the owner is completely innocent. If someone borrows your car and the police find a joint on him at a traffic stop, they can take your car on the spot, and simply never give it back to you.
I generally like the police - my favourite uncle is a detective-sergeant - but not all policemen can be trusted to be judicious with power. The law exists to protect the individual, and the law is failing.
