IANAL, but I don't think that's quite true. Much of the U. S. has "merchant's privilege" laws in effect. For example, in my state (IN), you could be detained under IC35-33-6-2.

Re:The situation
I was unable to find the source for the 10-MPH restriction, but that is what they taught our class in Driver's Ed. It may have been only a recommendation; they didn't go to very much trouble to separate their suggestions from legal requirements. However, there is no explicit exception to the speed limit while passing, and it would be rather foolish in most cases to try to pass someone at a speed differential of less than 10 MPH, unless you were on a very flat road, with other no traffic around for miles. Pretty Slick
Just trying out the software, it seems to be pretty slick -- just about on par with OpenOffice.org, though a little faster. Complicated Word documents don't open well, but for the basic, simple purposes a person using a free office suite would require, it is really a decent application.
What I'd really like to see is Open Source groups working with state governments to accomplish the same purpose for free (speech / beer). Many more possibilities are available.
In any case, I think this is an excellent step forward for the state; though we may not be doing well economically (like most states), it is nice to see advancement in technology. Indiana already offers several other services, such as Access Indiana, something resembling e-government, and a full-text newspaper, magazine, and journal databased called Inspire.
I wish other states would do the same.

It's interesting to note that 0.26 amps is about triple what it takes to kill a person.
According to an employee safety newsletter as well as OSHA, 16mA is the maxiumum current you can grasp and let go. However, high currents cause the skin resistance which is normally 10K when wet, 1K when dry, to drop to a lethal 200 ohm. This causes even more current to flow. At 100mA, ventricular fibrillation occurs, which is needless to say extremely lethal. -

Drug use has been forever...
and it's here to stay. But as has been said it's been criminalized. In todays emerging "wired" society we'll be re-examining the scripted dogma of our last one hundred years and begin moving back to the free society this country once enjoyed.
It won't happen without pain, most likely, but it will be the hackers and other free thinkers that will be in the forefront.
Look closely at the society that has been built around us and you'll see that most of us are criminals, or will be, because of all the laws that have sprung up. The narrow minded and "Big Brother" types have been having a free-for-all for the last thirty years. Unless the General Public starts rejecting what governments are pouring down our gullets things are only going to become more restrictive.
Here's an example:
Indiana Code 6-7-3 A law to collect taxes on illegal controlled substances. It's only purpose is to further penialize those unfortunate souls that are busted with possesion of a controlled substance. Unless you pay the tax before you do the dirty deed, of course.
I know, I'm wandering off topic, but I see it all as a big clash in the future between those who want freedom and those who want control.
Open source vs. Closed source... who will win?

Here's how it works in Indiana...I'm a retailer doing business from a location in Indiana. Here's how we handle sales tax now:
If you walk into the store and buy something, you pay Indiana sales tax. Execptions are: (1) Not-for-profits (schools, churches, etc.), (2) other businesses buying stuff for resale, (3) the government (duh!), and (4) things used "directly in direct production" (machine tools, and such). All these people have to provide an exemption certificate. It doesn't matter where you live, the important thing is that the transaction took place in Indiana. If you walk into the store and buy something, but want it shipped elsewhere, you still pay the tax, even if the destination is outside of the state. (Same exceptions apply.) If you call our 800 number and order something shipped, you get taxed if you are an Indiana resident (doesn't matter where you're calling from, just where your card bills to). Call the 800 number, and live outside of Indiana? Bingo, no tax. Since we have no physical presence in any state other than Indiana, we're not required to deal with anybody else's sales tax. [Note that Indiana and some of the surrounding states (Michigan and Illinois, IIRC) have a sales tax compact under which we could collect sales tax from residents of those states, but participation is voluntary and I can't think of any reason anybody would want to volunteer.] However, under your state's laws, you may be responsible for paying your state's tax directly to your state. This is the so-called "use tax": In Indiana there's a line on your annual income tax return where you are supposed to declare "tax due on out-of-state purchases" and pay it.
How would we deal with a "net" tax? The quick answer would be: Move the transaction off the web. By including a printable (fax or mail) order form, and listing that 800 number, we create a trackable transaction that doesn't involve the internet. (So sorry, Senator Hollings, it's not web, just regular mail order.) This would also represent a cost savings for us, because there would be no need for things like secure servers.It's also important to note that if Congress would try to expand the Hollings proposal to cover all interstate transactions, web or not, they would run straight into the Direct Marketing Association, the powerful lobbing group that has successfully blocked similar proposals several times.
