Juggalo makup is like a poorer version of CV Dazzle which is a growing collection of makeup designed to beat OpenCV facial recognition -- not by throwing off the algo's measures, but by preventing it from even recognizing you have a face.

Luckily there already exist Fashions that defeat recognition systems. Just change your look every day. Or put some InfraRed LEDs in your hat. Until all the cool kids are wearing CV-evasive cyberpunk fashion just change your style from time to time. It's as easy as putting on a baseball cap or turning on/off its LEDs.

Some cool thinking by AVG, but the ideas presented have significant limitations, as they themselves acknowledge if you click through and read their actual link.
A more reliable (and perhaps feasible?) line of inquiry has been started by CV Dazzle through their use of "camouflage" glasses, facial markings, and/or hairstyles.

For sure, disguises to baffle algorithms differ from disguises to baffle humans. Here's a web site about disguises to baffle facial recognition systems. Probably not something anyone would want to wear outside a fashion event or a political demo, but interesting anyway.

sure. it works now because these computer vision algorithms are crude. I, and most people, would have little problem identifying those people. It's only a matter of time before a system is sophisticated enough to recognize that's a dude with some paint on his face and a silly hairstyle.
Plus, if you wear that mask all the time, it will become part of the recognition as well. And don't think that we can create a unique mask every day, because we humans cannot do that, well except if you're a 14 year old girl with hormones going up the roof.

Wearing a mask is rather blunt. I think surveillance evading camouflage make-up instead will turn out to be a fashion trend during the next decade.
As with any trend, only a handful of people would dare walk around looking like that at first - privacy supporters, activists, etc. - and they would stand out in the crowd. But the idea of camouflage might catch on as more people opted-in (some because of privacy concerns, others because it just looks cool and futuristic). Kind of like torn jeans and facial piercings from punk - they used to look shocking to some a while back, but nowadays are completely mainstream and disconnected from the originating subculture.
