Pentagon Documents the Military's Growing Domestic Drone Use (zdnet.com)
New data on the Pentagon's domestic drone use documents 11 missions during the 2018 fiscal year. That's up from 11 missions over the entire span of 2011 through 2017, as noted by Dan Gettinger, co-director of Bard College's Center for the Study of the Drone. ZDNet reports: Most of the military's 2018 missions fell under the category of "Defense Support of Civil Authorities." That meant responding to requests from the governors of California and Oregon for support during last year's wildfire season, as well as helping the South Carolina National Guard with its Hurricane Florence flood response. Defense Department drones were also on call throughout 2018 to provide Southern Border support for a regiment of the Army. In 2018, the military also used its unmanned aerial systems (UAS) in three cases to provide Defense Department installation and airspace support. It also responded to a request from the governor of New York for support during an emergency response training exercise. And for five months during the fiscal year, it used drones to support the US Customs and Border Patrol's counterdrug operations. -

US Ballistic Missile Systems Have No Antivirus, No Data Encryption, and No 2FA, DOD Report Finds (zdnet.com)
An anonymous reader writes from a report via ZDNet: No data encryption, no antivirus programs, no multi-factor authentication mechanisms, and 28-year-old unpatched vulnerabilities are just some of the cyber-security failings described in a security audit of the U.S.' ballistic missile system released on Friday by the U.S. Department of Defense Inspector General (DOD IG). The report [PDF] was put together earlier this year, in April, after DOD IG officials inspected five random locations where the Missile Defense Agency (MDA) had placed ballistic missiles part of the Ballistic Missile Defense System (BMDS) -- a DOD program developed to protect U.S. territories by launching ballistic missiles to intercept enemy nuclear rockets.
Here is a summary of the findings: (1) Multi-factor authentication wasn't used consistently. (2) One base didn't even bother to configure its network to use multifactor authentication. (3) Patches weren't applied consistently. (4) One base didn't patch systems for flaws discovered in 1990. (5) Server racks weren't locked. (6) Security cameras didn't cover the entire base. (7) Door sensors showed doors closed when they were actually open. (8) Base personnel didn't challenge visitors on bases without proper badges, allowing access to secure areas. (9) One base didn't use antivirus or other security software. (10) Data stored on USB thumb drives was not encrypted. (11) IT staff didn't keep a database of who had access to the system and why. -
The Military Chooses Which Rockets It Wants Built For the Next Decade (arstechnica.com)
The U.S. Air Force on Wednesday awarded funds to three rocket companies to help them complete development of their boosters. The three winners include:
United Launch Services: $967,000,000 for the development of the Vulcan Centaur launch system.
Northrop Grumman: $791,601,015 for development of the Omega launch system
Blue Origin: $500,000,000 for the development of the New Glenn launch system
The obvious company missing from the list is SpaceX, which did not win an award. Aerojet Rocketdyne also failed to win an award since it "does not appear to have a customer for its AR1 rocket engine, which the military initially supported," Ars Technica reports. From the report: These are hugely consequential awards for the rocket companies. Essentially the U.S. Air Force, which launches more complex, heavy payloads than any other entity in the world, believes these boosters will have a significant role to play in those missions during the next decade. And when the military has confidence in your vehicle, commercial satellite contracts are more likely to follow as well. After speaking with a couple of aerospace sources, Ars has a few theories as to why SpaceX didn't win an award: For one, SpaceX has already built and flown a rocket that can reach all of the Air Force's reference orbits -- the Falcon Heavy. Moreover, the Falcon Heavy is already certified for the Air Force and has won contracts. Air Force officials may also feel that, through NASA contracts for commercial cargo and crew, the government already facilitated development of the Falcon Heavy -- which uses three Falcon 9 rocket cores. It also depends upon what SpaceX bid for. The government would have been more inclined to fund development of an advanced upper stage for the Falcon Heavy or vertical integration facilities. But it seems like the military would not have been as interested in the Big Falcon Rocket, which is more booster than it deems necessary at this time. So if SpaceX bid the BFR, that is one possible explanation for no award. -
China Aims To Narrow Cyberwarfare Gap With US (zdnet.com)
According to the Department of Defense, China is looking to narrow the gap with the U.S. in terms of cyberwarfare capabilities. "The Pentagon report said that in recent years the Chinese army has emphasized the importance of cyberspace for national security because of the country's increasing reliance on its digital economy," reports ZDNet. "It said Chinese military strategists see cyber operations as a low-cost deterrent that can demonstrate capabilities and challenge an adversary." From the report: The DoD's annual report to congress (PDF) points to a Chinese international cyberspace cooperation strategy in March 2017, which called for the expedited development of a military "cyber force" as an important aspect of the country's defense strategy. However, the U.S. report said that China also believes its cyber capabilities and personnel lag behind those of the U.S. and that China "is working to improve training and bolster domestic innovation to overcome these perceived deficiencies and advance cyberspace operations."
The report lists "cyber activities" directed against the DoD by China and said: "Computer systems around the world, including those owned by the U.S. government, continued to be targeted by China-based intrusions through 2017." It said these intrusions focused on accessing networks and extracting information, and said China uses its cyber capabilities to support intelligence collection against U.S. diplomatic, economic, academic, and defense sectors. -

"The biological study of agile organisms such as bats and flying insects has yielded new insights into complex flight kinematics of systems with a large number of degrees of freedom, and the use of multi-functional flight surface materials," the announcement reads. The Air Force believes that more and more naturalistic design -- coupled with more powerful and smaller sensors to form a better picture of the outside world -- should yield "significant improvements in maneuverability, survivability and stealth over traditional quadcopter or fixed wing designs."

US Military To Create Separate Unified Cyber Warfare Command (securityweek.com)
wiredmikey quotes a report from SecurityWeek: President Donald Trump has ordered the U.S. military to elevate its cyber warfare operations to a separate command, signaling a new strategic emphasis on electronic and online offensive and defensive operations. "I have directed that United States Cyber Command be elevated to the status of a Unified Combatant Command focused on cyberspace operations," Trump said in a statement Friday. The move would expand the number of the Defense Department's unified combatant commands to 10, putting cyber warfare on an equal footing with the Strategic Command, the Special Operations Command, and regional commands. Until now cyber warfare operations have been run under the umbrella of the National Security Agency, the country's main electronic spying agency, with Admiral Michael Rogers heading both. -
The US Department Of Defense Announces An Open Source Code Repository (defense.gov)
"The Pentagon is the latest government entity to join the open-source movement," writes NextGov. An anonymous reader quotes their report: The Defense Department this week launched Code.mil, a public site that will eventually showcase unclassified code written by federal employees. Citizens will be able to use that code for personal and public projects... The Defense Department's Digital Service team, whose members are recruited for short-term stints from companies including Google and Netflix, will be the first to host its code on the site once the agreement is finalized... "This is a direct avenue for the department to tap into a worldwide community of developers to collectively speed up and strengthen the software development process," a DOD post announcing the initiative said. The Pentagon also aims to find software developers and "make connections in support of DOD programs that ultimately service our national security."
Interestingly, there's no copyright protections on code written by federal employees, according to U.S. (and some international) laws, according to the site. "This can make it hard to attach an open source license to our code, and our team here at Defense Digital Service wants to find a solution. You can submit a public comment by opening a GitHub issue on this repository before we finalize the agreement at the end of March." -
'Hack The Pentagon' Bug Bounty Program Opens For Registration (securityweek.com)
wiredmikey writes: Starting today, security researchers can register to test their hacking skills against the Department of Defense (DoD) through "Hack the Pentagon," a new bug bounty program that will award security researchers who discover vulnerabilities on the Pentagon's public web pages. The initiative, run through a partnership with bug bounty platform provider HackerOne, is the first of its kind in the history of the federal government. The Hack the Pentagon bug bounty pilot will start on Monday, April 18 and end by Thursday, May 12. "Critical, mission-facing computer systems will not be involved in the program," the DoD stated. -
Pentagon Halts Work at Labs For Dangerous Pathogens After Anthrax Scare
An anonymous reader writes: The Pentagon announced yesterday it is issuing a moratorium on work at nine different biodefense labs after live anthrax was discovered outside containment at Dugway Proving Ground in Utah. The facility was discovered to have been shipping live anthrax specimens — instead of dead ones — to other labs. Work can only begin again after the shuttered facilities are certain to be clean of anthrax and assured of safe conduct. "The review calls for the military labs to ensure that personnel are properly trained on lab safety procedures and that necessary maintenance is conducted on biosafety level 3 lab facilities that work with some of the most dangerous pathogens. It calls for validating record-keeping and inventories of the military's 'Critical Reagents Program' — including 'ensuring that all materials associated with the CRP are properly accounted for.'" -

Pentagon Spent $5 Billion For Weapons On Day Before Shutdown
Hugh Pickens DOT Com writes "John Reed at Foreign Policy reports that the Pentagon awarded 94 contracts Monday evening on its annual end-of-the-fiscal-year spending spree, spending more than five billion dollars on everything from robot submarines to Finnish hand grenades and a radar base mounted on an offshore oil platform. To put things in perspective, the Pentagon gave out only 14 contracts on September 3, the first workday of the month. Some of the more interesting purchases from Monday's dollar-dump include the $2.5 billion award the Defense Logistics Agency gave to aircraft engine-maker Pratt & Whitney for 'various weapons system spare parts' used by the Army, Navy, Air Force and Marines, $65 million for military helmets from BAE Systems, $24 million for 'traveling wave tubes' to amplify radio signals from Thales, $17 million for liquid nitrogen, $15 million for helium and $19 million on cots. The Air Force, traditionally DOD's biggest spender, was relatively restrained; it dished out only 17 contracts including $49 million to help France buy 16 MQ-9 Reaper drones, $64 million to Lockheed for help operating spy satellites that are equipped with infrared cameras, and $9 million to URS Corp. for maintenance work on the Air National Guard's fleet of RC-26B spyplanes that help domestic law enforcement agencies catch drug dealers. The air service also spent $9 million on a new gym at the Air Force Academy that includes areas for CrossFit training, space for the academy's Triathlon Club and a 'television studio.' It just goes to show, says Reed, that 'even when the federal government is shutdown and the military has temporarily lost half its civilian workforce, the Pentagon can spend money like almost no one else.'" -
Pentagon Ups Hacking Accusations Against China
wiredmikey writes "A new report from the Pentagon marked the most explicit statement yet from the United States that it believes China's cyber espionage is focused on the U.S. government, as well as American corporations. China kept up a steady campaign of hacking in 2012 that included attempts to target U.S. government computer networks, which could provide Beijing a better insight into America's policy deliberations and military capabilities, according to the Pentagon's annual assessment of China's military. 'China is using its computer network exploitation capability to support intelligence collection against the U.S. diplomatic, economic, and defense industrial base sectors that support U.S. national defense programs,' said the report to Congress (PDF). The digital espionage was part of a broader industrial espionage effort that seeks to secure military-related U.S. and Western technology, allowing Beijing to scale back its reliance on foreign arms manufacturers, the report said. One day later, Beijing dismissed the Pentagon's report that accused it of widespread cyberspying on the U.S. government, rejecting it as an 'irresponsible' attempt to drum up fear of China as a military threat." -
DARPA's Headless Robotic Mule Takes Load Off Warfighters
Hugh Pickens writes writes "If robots are ever really going to carry the equipment of US soldiers and Marines, they're going to have to act more like pack animals. Now Terri Moon Cronk reports that DARPA's semiautonomous Legged Squad Support System — also known as the LS3 — will carry 400 pounds of warfighter equipment and walk 20 miles at a time also acting as an auxiliary power source for troops to recharge batteries for radios and handheld devices while on patrol. 'It's about solving a real military problem: the incredible load of equipment our soldiers and Marines carry in Afghanistan today,' says Army Lt. Col. Joseph K. Hitt, program manager in DARPA's tactical technology office. The robot's sensors allow it to navigate around obstacles at night, maneuver in urban settings, respond to voice commands, and gauge distances and directions. The LS3 can also distinguish different forms of vegetation when walking through fields and around bushes and avoid logs and rocks with intelligent foot placement on rough terrain (video). The robot's squad leader can issue 10 basic commands to tell the robot to do such things as stop, sit, follow him tightly, follow him on the corridor, and go to specific coordinates. Darpa figures that it's illogical to make a soldier hand over her rucksack to a robotic beast of burden if she's then got to be preoccupied with 'joysticks and computer screens' to guide it forward. 'That adds to the cognitive burden of the soldier,' Hitt explains. 'We need to make sure that the robot also is smart, like a trained animal.'" -
United States Navy Names Ship After Neil Armstrong

This ship will be the first Armstrong-class Auxiliary General Oceanographic Research (AGOR) ship in the world. This ship got its name from secretary Ray Mabus, who wanted to honor the first man to set foot on the moon. 'Naming this class of ships and this vessel after Neil Armstrong honors the memory of an extraordinary individual, but more importantly, it reminds us all to embrace the challenges of exploration and to never stop discovering,' say Mabus. Armstrong, before his career at NASA, flew in combat missions during the Korean war. 'The Armstrong-class AGOR ship will be a modern oceanographic research platform equipped with acoustic equipment capable of mapping the deepest parts of the oceans, and modular on-board laboratories that will provide the flexibility to meet a wide variety of oceanographic research challenges.' It will be 238 feet long, beam length of 50 feet, and will be able to travel at 12 knots. The ship is currently under construction in Anacortes, Washington." -

Besides using footage from natural disasters and monitoring of domestic military bases, all that's truly required is for an operator to 'accidentally' have the camera running while flying." -
NASA Boss Accused of Breaking Arms Trade Laws
ananyo writes "The head of NASA Ames Research Center may have fallen victim to restrictive arms regulations — just as a US government report recommends changing them to help the space industry. Simon 'Pete' Worden, who recently announced that Mars exploration would be done by private companies, has been accused of giving foreign citizens access to information that falls under the International Traffic in Arms Regulations (ITAR). ITAR has hampered U.S. firms seeking to export satellite technology. The allegations against Worden come just as the new report recommends moving oversight of many commercial satellites and related activities from the State department to the Commerce department, and some fear they could provide lawmakers with reasons to not ease export controls." -
Mechanic's Mistake Trashes $244 Million Aircraft
Hugh Pickens writes "An accident report is finally out for the Air Force E-8C Joint Surveillance Targeting and Attack Radar System that had started refueling with a KC-135 on on March 13, 2009 when the crew heard a 'loud bang throughout the midsection of the aircraft.' Vapor and fuel started pouring out of the JSTARS from 'at least two holes in the left wing just inboard of the number two engine.' The pilot immediately brought the jet back to its base in Qatar where mechanics found the number two main fuel tank had been ruptured, 'causing extensive damage to the wing of the aircraft.' How extensive? 25 million dollars worth of extensive. What caused this potentially fatal and incredibly expensive accident to one of the United States' biggest spy planes? According to the USAF accident report, a contractor accidentally left a plug in one of the fuel tank's relief vents (PDF) during routine maintenance. 'The PDM subcontractor employed ineffective tool control measures,' reads the report. Tool control measures? 'You know, the absolutely basic practice of accounting for the exact location of every tool that is used to work on an airplane once that work is finished.' Air Force Chief of Staff Gen. Norton Schwartz just told Congress, 'there is a JSTARS platform that was damaged beyond economical repair that we will not repair.' So, if this is the one Schwartz is talking about, then one mechanic's mistake has damaged a $244 million aircraft beyond repair." -
Aging U-2 Will Fight On Into the Next Decade
Hugh Pickens writes "For more than half a century, the CIA and US military have relied on a skinny, sinister-looking black jet, first designed during the Eisenhower administration at Lockheed's famed Skunk Works in Burbank, headed by legendary chief engineer Clarence L. 'Kelly' Johnson, to penetrate deep behind enemy lines for vital intelligence-gathering missions. Although the plane is perhaps best known for being shot down over the Soviet Union in 1960 with the subsequent capture of pilot Francis Gary Powers, the U-2 continues to play a critical role in national security today, hunting Al Qaeda forces in the Middle East. The fleet of 33 U-2s was supposed to be replaced in the next few years with RQ-4 Global Hawks, but the Pentagon now proposes delaying the U-2's retirement as part of Defense Department cutbacks." Hugh Pickens continues: "The Global Hawk drone, costing an estimated cost of $176 million each, has 'priced itself out of the niche (PDF), in terms of taking pictures in the air,' says Deputy Secretary of Defense Ashton Carter. 'That's a disappointment for us, but that's the fate of things that become too expensive in a resource-constrained environment.' The Pentagon has determined that operating the U-2 will be cheaper for the foreseeable future but it won't disclose how much operating the U-2s will cost for security reasons. 'It's incredible to think that these planes are flying,' says Francis Gary Powers Jr., Powers' son and founder of the Cold War Museum in Warrenton, Va. 'You'd think another spy plane, or satellite or drone would come along by now to replace it.'" -
Behind the Government's Rules of Cyber War
wiredmikey writes "Deciding when malware becomes a weapon of war that warrants a response in the physical world – for example, a missile – has become a necessary part of the discussion of military doctrine. The Pentagon recently outlined (PDF) its working definition of what constitutes cyber-war and when subsequent military strikes against physical targets may be justified as result. The main issue is attribution of cyber attacks. The Department of Defense is working to develop new ways to trace the physical source of an attack and the capability to identify an attacker using behavior-based algorithms. 'If a country is going to fire a missile at someone, it better be sure it has the right target,' said one expert. A widely held misconception in the U.S. government is our offensive capabilities provide defensive advantage by identifying attacker toolkits and methods in foreign networks prior to them hitting our networks. So when do malware and cyber attacks become a weapon or act of war that warrant a real-world military response?" -
US Army Completes First Test Flight of Mach 6 Weapon
Stirling Newberry writes "In a terse press release, the U.S. Department of Defense announced the first test of the the Advanced Hypersonic Weapon, which launches on a staged rocket and then glides to its target, in a manner similar to the Space Shuttle's re-entry. Earlier, ABC News posted a story with a video animation of the concept. Over at DefenseTech, they argue that the trajectory being different from an ICBM is meant to show that it is not a first strike device, but even the commenters don't think that explanation flies. The speed of deployment and the ability to strike targets without going high enough to be seen by many advance warning radars makes it a precision surprise attack weapon, a kind of super-cruise-missile for surprise, asymmetric attacks." -
The Intentional Flooding of America's Heartland
Hugh Pickens writes "Joe Herring writes that sixty years ago, the U.S. Army Corps of Engineers began the process of taming the Missouri by constructing massive dams at the top to moderate flow to the smaller dams below, generating electricity while providing desperately needed control of the river's devastating floods. But after about thirty years of operation, as the environmentalist movement gained strength throughout the seventies and eighties, the Corps received a great deal of pressure to include specific environmental concerns into their Master Water Control Manual, the 'bible' for the operation of the dam system, as preservation of habitat for at-risk bird and fish populations soon became a hot issue among the burgeoning environmental lobby. The Corps began to utilize the dam system to mimic the previous flow cycles of the original river, holding back large amounts of water upstream during the winter and early spring in order to release them rapidly as a spring pulse. 'Whether warned or not, the fact remains that had the Corps been true to its original mission of flood control, the dams would not have been full in preparation for a spring pulse,' writes Herring. 'The dams could further have easily handled the additional runoff without the need to inundate a sizable chunk of nine states.' The horrifying consequence is water rushing from the dams on the Missouri twice as fast as the highest previous releases on record while the levees that protect the cities and towns downstream were constructed to handle the flow rates promised at the time of the dam's construction." -
Pentagon Sets Tone For Future Space Exploration

The NSSS document emphasizes the Obama administration's desire to protect US space assets and to further commercialize space but also to ensure that the US and international partners have unfettered access to outer space."
