http://www.freemameroms.com/ is how I got my 4GBs worth of ROMs (a complete merged set) with over 3000 working roms.
Just USPSed a guy 7 discs, and a SASE about a week later I got my 7 discs back full of piping hot MAME goodness. Also, the set the guy that burned my set also sent almost all the flyers/marquee art, a bunch of wallpapers, etc. all kinds of neat stuff.
I guess it could be hit or miss on who you get to burn for you, but it worked for me, and what do you lose out if they don't return the discs, 7 CD-Rs and your address - now I provide my pals with a DVD with MAME32 and a full rom set (have to scrap some of the icons/marquees/junk to get it to fit) that is playable from a DVD-Drive.

You wrote that the freemameroms service cost you less than ten dollars, which I'm assuming are USD. However, not everybody is that lucky. For some users, it also costs 30 USD per year for a paid e-mail service provider, as the operator of the service refuses initial contact e-mail from paying members of the MSN ISP for spam prevention reasons. In some geographic areas, the butterfly is the only available residential cable-or-DSL Internet access provider.

Speaking of Emulators
I just got my freemame discs in the mail the other day and I'm having a blast. No need to download 8+ gigs of roms when you can get them on 2 dvds.
Next step is to undertake building a cabinet. If you're interested in emulators defintely check out freemame. I got mine for 9 bucks.

.72 MAME ROM set on 3 DVDRs.
I don't think people should pay for games that do not produce revenue anymore for the company who produced them.

FreeMameRoms Project
FreeMameRoms is a group of people who burn MAME ROMs for others. Basically, you send them blank CDs/DVDs, or money to buy them, and they will burn and send you a set.
In particular, if you live in the US, Ryland is a nice guy. He has both the actual ROM set/CHD collection AND the extras, such as icons and artwork. -
Don't feed the scammers
There are many many sites out there charging US$100 or more for MAME sets. It is in direct response to their actions that the Tombstone Group was formed. Due to some provider problems they were shutdown for a time. To keep the scammers from taking over during their absence, Lazarus and FreeMAMERoms took over.
There maybe other burning groups, these are just the ones I am aware of.
