Plenty of money for teachers
The Kansas public education budget is $4.9 billion. It works out to almost exactly $10,000 per student, with about 39% of that going to instructor salary, 12% to instructor benefits.
With 41,243 teachers, that works out to an average (mean) salary of $46,300 plus $13,800 in benefits.
This compares to a statewide average (mean) income of $43,953. Searching through those labor stats for "education" confirms that the mean for most teaching jobs is right around the $45k mark.
If your claim that teachers have to work second or third jobs just to get by is true, that would mean more than half of Kansas citizens have to work second or third jobs just to get by. -

Actually, as TFA points out, filing a false police report (which is esssentially what swatting is) *is* a felony in some juridictions but a misdemeanor in others. It's clearly a misdemeanor in California, but AFAICT can be either a misdemeanor *or* felony in Kansas depending on the severity. Since someone got killed, I'd guess this could fall into the felony category, in which case "Swautistic" could be going away for quite some time if prosecuted and found guilty in Kansas.
It looks like Kansas' felony murder statute only applies if the felony in question is classified as "inherently dangeorous", which means armed robbery, arson, or aggravated burglary. So while he could be prosecuted for a felony, he isn't on the hook for a first degree murder rap.
In states where felony murder includes any homicide caused by or in the process of any felony, and where filing a false report isa felony, a bad swatting could result in a sentence of life without parole.

The only objective evidence I have is that I have never met someone who is involved with hiring developers who has said how easy it is to find quality talent at market rates.

It looks like the most you can make in Kansas is just over $100K. I worked for the State of Kansas long ago, I left because the pay was so low. I doubled my pay when I left. -

Actually, campaign finance laws mean you can't just drop your own wealth into someone else's pocket. At least in Kansas, donors are limited to a $500 per year. You'd have to set up multiple PACs and whatever else instead.
But fuck it. This is the way the system works. There's no law against outside donations. In the past year, the incumbent has recieved large contributions from Humana, based in Kentucky. Sure they have a national reach, including Kansas, but why should corporations be granted some right to interfere that others don't get? You are a citizen in the state in which you reside -- Humana has chosen Kentucky. Many people might consider returning to Kansas depending on an election outcome; Kansas City is half Kansas, half Missouri, let alone the thousands of people who leave each year in search of a better community.

Just close the schools
Since they obviously don't care about actually educating the kids, just close the damn schools.
Why give the kids gives false hope with a false education?
Just let the kids from Kansas be like their redneck fore-fathers and work in the fields.
While we're at it, make sure we remove the sex education classes. STD's will help to keep their population under control so that civilized society will be able to keep them out of the way.

How can we expect Kansas to care about educating their kids? The school system there basically serves to keep the kids occupied until they are old enough to work. Kansas has a minimum employment age of 14, EXCEPT for farm work, where younger kids are put to work. (http://www.dol.ks.gov/ES/html/childfaq_DEE.html) Notice on that page that the links to what children under 18 can and can not do return 404's.
Big surprise here, a backwards, backwater state has a backwards, backwater educational system.
