No it doesn't. At least not in the non-Chinese market where most of us live. That number skews the market where still half of them use IE 6 and is heavily pirated with older machines where 90% of copies are illegal.
In the US XP runs in less 1 out of every 4 desktops. Windows 7 is eclipsing XP and Vista with strong corporate sales. Corporate America is the only one buying new XP licenses and almost all of them are either upgrading to Windows 7 or plan to do it in the next 6-12 months if they are not already doing so now.
XP is quickly dying and being replaced regardless of its fans. At the this rate a year from now it will drop below the 10% marketshare line. Then games and other apps wont support XP anymore. XP is very old and thanks to the recession many companies refused to upgrade and instead kept running older systems which are now dying. Economists call this pent up demand. Vista was so bad too and now with Windows 7 corporate users can finally jump ship.

Still, as noted in my OP (the GP of this post), web stats are skewed due to User Agents modifications in browsers of non-Windows platforms by users.
So then we turn to a number of resources from Wikipedia which still shows Win7 lagging WinXP by 4% in nearly every survey: http://en.wikipedia.org/wiki/Usage_share_of_operating_systems
which seems to be corroborated by http://www.netmarketshare.com/os-market-share.aspx?qprid=11 showing Win7 at almost 30% and WInXP at almost 50%.
What does this mean? Given time, WIn7 will overtake WinXP but even 2 years after Win7 was released that still hasn't happened - namely due to (i) the downgrade rights to WinXP that comes with certain versions of Win7, and (ii) the massive amount of installs for WinXP.
And these stats are probably pretty accurate even within the US as well where most only upgrade to a newer version of Windows because that's what came on it from BestBuy/etc; even then, with Win7 if you bought one with downgrade rights you are prompted for which - Win7 or WinXP - you want to install/use during first use. -

Same thing with the iPhone (who happens to be losing market share to Android phones). The bottom line is that most people don't care about the software; they mainly care about who is first.
OSX is still run on only about 5.6% of computers. It doesn't seem that people are clamouring for the software.
Why does Apple have such a big market cap? It is because they manufacture desktop computers, laptops, tablets, mp3 players,smart phones, etc. They also sell the operating systems to run them and music and app stores to supply them. They have their fingers in many big pies so they are very big.

Staying with old MS office versions because of cost baffles me. Those are really not very good (I still have MS Word 2000 on my PC at work and know about its quirks), so I guess OpenOffice might actually be an improvement there. Compatibility is a bit more of an issue, but the last time I tried, it did not look like a showstopper anymore for OpenOffice.
Vista was a special case - by all accounts Vista pre-SP1 was so bad that going from XP to Vista would have been a downgrade. Even now, those running Vista seem to desert it faster than those running XP.
If you believe http://netmarketshare.com/, Windows XP went from 61.9% in Jul '10 to 52.4% in May '11. So 9.5% or about 1/6 of the users XP had in Jul '10 switched away over the last year..
At the same time, the numbers for Vista are 14.3% vs. 9.9%. So 4.4% or almost 1/3 of the users Vista had went away. -

I can't see how YouTube would outright drop support for H.264. IE still makes up 56% across all versions (source: http://www.netmarketshare.com/browser-market-share.aspx?qprid=0). Google would be fools to dissuade that many customers away from YouTube as well as any sites that embed YouTube videos. As one reply says in this regard, they might use another site.

Or more scary is the internet could have started as a purely commercial venture. Imagine if it had not existed, and AOL had created their own version of the internet. It is kind of what they were trying to do before the open internet kicked their butts. You would have several private nets (like in the 80s) and eventually, the big ones would buy out the small ones. You would have MUCH less content, as the price to enter the market with a website would be dictated by singular corporate interests.

But the Linux Stat Counter stats for countries like Argentina, Brazil, Germany, The Netherlands, Portugal, Venezuela etc., are really quite pathetic. Either these countries have gone off-line or the FOSS geek has spent too much time listening to his own propaganda.
The picture is somewhat less bleak in Uruguay - one of OLPC's great success stories. But in Rwanda - where OLPC had a confirmed, significant, deployment of 100,000 units - Linux is easily outpaced by OSX and Win 7.

Wrong chart
You're looking for This one. W7 and Vista have together less than 30%, and that's the only operating systems IE9 will run on. So if they get 100% of those, which seems unlikely, their max upside today is 30% of the total browser market. Since as you note they only get 60% share even though Windows is over 90%, it's a 20% upside potential for IE9 today - probably less since early adopters are also the people most likely to choose a different browser. Fringe. Not enough to dominate the developers.
XP has a very long tail. It's still selling in the market and will be installed through downgrade rights for the entire life of W7. XP will likely still be over 50% three years from now. IE9 doesn't run on XP.

Therefore, Mac has increased by quite a bit if you look at pure numbers, but in terms of total % of computers, they've gone down.
Let me try throwing you an example here.
Back in the early 1800s people would easily be willing to break into a person's house in order to rob them of a hundred dollars. Now, several million more people have, let's say, a thousand dollars in their houses and yet burglars nowadays don't break into houses with the intention of stealing a thousand dollars. Because the total amount that money is worth has gone down.
Thus, despite there being far more Mac based computers nowadays, it's worth even less of their time and money to attack them. If, on the other hand, businesses all went to Macs thinking "Hey we can protect from viruses!" then welcome to the limelight (relatively) small population of Mac users.
Also, rereading your post I have to ask one thing.
The installed base of OS X today dwarfs that of the classic Mac OS that existed in the 90s, back when Apple had ~15% market share. Yet malware was quite a bit more of a problem in the classic Mac OS days than it has been in the OS X era.
You've just noted here the absolute truth that increased market share = increased insecurity. So I don't get why you're having trouble comprehending that more market share = more attacks = less secure. I suppose part of it might be you haven't looked at the chart showing market share. 3 versions of Windows take up nearly 90% of market share while Mac and "other" only take up 5% each. 5% market share is, despite there being more Macs, far far less than 15%.

In fact, the sales are from the period of time during the iPhone 4 prototype leak, which means potential 3GS customers were probably waiting for the next model before purchasing.
It turns out that the iPhone 4 saw the biggest single-month market share gain on record. That's over twice that of the Android. Will you see that article on Slashdot's front page? Of course not, because (in my opinion) Android astroturfers are using the site to drum up anti-Apple buzz among techies.
