Feds Shut Down Self-Driving School Bus Pilot In Florida
The National Highway Traffic Safety Administration on Friday ordered the French transportation company Transdev to stop transporting schoolchildren in a self-driving vehicle in Florida. Ars Technica reports: Transdev's pilot project in Babcock Ranch, a planned community, was quite modest. On Fridays, Transdev's electric shuttle would take a group of elementary-aged children to school, then take them home later in the day. The vehicle had a safety driver on board. The route was short enough that kids walked or rode their bikes to school the other four days of the week, according to a spokeswoman for Babcock Ranch. "The shuttle travels at a top speed of 8mph, with the potential to reach speeds of 30mph once the necessary infrastructure is complete," an August press release stated.
So why did the feds shut down this project while allowing lots of others to continue with minimal oversight? NHTSA points to two factors. One is that Transdev is a French company. Different countries have different safety standards, so vehicles designed overseas often can't be used in the U.S. without special permission from U.S. regulators. NHTSA granted Transdev a temporary importation authorization to test its driverless shuttle in the United States. "Transdev requested permission to use the shuttle for a specific demonstration project, not as a school bus," NHTSA said in its Friday statement. "Transdev failed to disclose or receive approval for this use." The other issue, of course, is that the project involves kids. For obvious reasons, federal regulators are going to be extra wary of testing experimental technology on schoolchildren. -
Coding Error Sends 2019 Subaru Ascents To the Car Crusher (ieee.org)
An anonymous reader quotes a report from IEEE Spectrum: [A] software remedy can't solve Subaru's issue with 293 of its 2019 Ascent SUVs. All 293 of the SUVs that were built in July will be scrapped because they are missing critical spot welds. According to Subaru's recall notice [PDF] filed with the U.S. National Highway Transportation Safety Administration, the welding robots at the Subaru Indiana Automotive plant in Lafayette, Ind., were improperly coded, which meant the robots omitted the spot welds required on the Ascents' B-pillar. Consumer Reports states that the B-pillar holds the second-row door hinges. As a result, the strength of the affected Ascents' bodies may be reduced, increasing the possibility of passenger injuries in a crash. Subaru indicated in the recall that "there is no physical remedy available; therefore, any vehicles found with missing welds will be destroyed." Luckily, only nine Ascents had been sold, and those customers are going to receive new vehicles. The rest were on dealer lots or in transit. -
Tesla Autopilot Safety Defeat Device Gets a Cease-and-Desist From NHTSA (autoblog.com)
schwit1 writes: The National Highway Traffic Safety Association (NHTSA) is cracking down on a device that was designed to trick Tesla's semi-autonomous Autopilot feature into thinking a driver is paying attention, in order to extend the amount of time that it will operate without anyone touching the steering wheel. NHTSA announced on Tuesday that it has sent a cease and desist letter to the makers of Autopilot Buddy, and has given the company until June 29 to end sales and distribution of the $199 product.
The device is a two-piece weighted hoop with magnets that wraps around a steering wheel spoke and registers with the car's sensors as a hand on the wheel. Autopilot is programmed to disengage after a short period of time if the driver is not touching the wheel and ignores a series of alerts to take control.unity. -
5.3M Cars Recalled Because 'Drivers May Not Be Able to Turn Off Cruise Control' (freep.com)
An anonymous reader quotes the Associated Press: Fiat Chrysler is recalling more than 5.3 million vehicles in the U.S., Canada and elsewhere because in rare but terrifying circumstances, drivers may not be able to turn off the cruise control. The company is warning owners not to use cruise control until the cars, SUVs and trucks can be fixed with a software update. Fiat Chrysler says the condition can occur if the cruise control accelerates at the same time an electrical short-circuit happens. But the brakes are designed to overpower the engine and the vehicles could still be stopped...
In the complaint filed with the National Highway Traffic Safety Administration, an owner from Olathe, Kansas, said a 2017 Dodge Journey SUV rental vehicle was being driven about 70 miles per hour with the cruise control on when the windshield wipers came on by themselves and the throttle locked up. The owner, who was not identified in the agency's complaint database, wrote that the cruise control would not disengage by tapping the brakes or turning off the button. The driver was able to slam on the brakes and get the SUV to the side of the road. "It was still running at an engine speed to support 70 mph and fighting the brakes," the driver wrote. The engine stop button also wouldn't work, but the driver was able to halt the SUV and shift into park while the brakes "smoked significantly."
The recall "includes 15 Jeep, Dodge, Chrysler and Ram models from six model years" which have automatic transmissions and gas engines, according to the Associated Press -- 4.8 million in America, plus another 490,000 in Canada and "an undetermined number" in other countries.
You can check if your vehicle is affected by this (or any other) recall by entering its VIN number at NHTSA.gov. U.S. safety officials suggest checking whether your vehicle has been recalled "at least twice per year." -
Sorry Elon Musk, There's No Clear Evidence Autopilot Saves Lives (arstechnica.com)
Timothy B. Lee writes for Ars Technica: A few days after the Mountain View crash, Tesla published a blog post acknowledging that Autopilot was active at the time of the crash. But the company argued that the technology improved safety overall, pointing to a 2017 report by the National Highway Traffic Safety Administration (NHTSA). "Over a year ago, our first iteration of Autopilot was found by the U.S. government to reduce crash rates by as much as 40 percent," the company wrote. It was the second time Tesla had cited that study in the context of the Mountain View crash -- another blog post three days earlier had made the same point. Unfortunately, there are some big problems with that finding. Indeed, the flaws are so significant that NHTSA put out a remarkable statement this week distancing itself from its own finding.
"NHTSA's safety defect investigation of MY2014-2016 Tesla Model S and Model X did not assess the effectiveness of this technology," the agency said in an email to Ars on Wednesday afternoon. "NHTSA performed this cursory comparison of the rates before and after installation of the feature to determine whether models equipped with Autosteer were associated with higher crash rates, which could have indicated that further investigation was necessary." Tesla has also claimed that its cars have a crash rate 3.7 times lower than average, but as we'll see there's little reason to think that has anything to do with Autopilot. This week, we've talked to several automotive safety experts, and none has been able to point us to clear evidence that Autopilot's semi-autonomous features improve safety. And that's why news sites like ours haven't written stories "about how autonomous cars are really safe." Maybe that will prove true in the future, but right now the data just isn't there. Musk has promised to publish regular safety reports in the future -- perhaps those will give us the data needed to establish whether Autopilot actually improves safety.

U.S. Proposes Car-To-Car Data Sharing Standards (networkworld.com)
Calling it "the next revolution in roadway safety," the U.S. Department of Transportation hopes to standardize "vehicle communications" technology. Slashdot reader coondoggie writes: The idea is to enable a multitude of new crash-avoidance applications that could save lives by preventing "hundreds of thousands of crashes every year by helping vehicles 'talk' to each other," the DOT stated... [D]evices would use the dedicated short range communications to transmit data, such as location, direction and speed, to nearby vehicles. That data would be updated and broadcast up to 10 times per second to nearby vehicles, and using that information, V2V-equipped vehicles can identify risks and provide warnings to drivers to avoid imminent crashes.
Self-driving cars (and human drivers) could be informed when it's safe to enter the passing lane (or when cars move into a vehicle's blind spot), for example, and "often in situations in which the driver and on-board sensors alone cannot detect the threat." Federal agencies estimate it will cost just $350 per vehicle by 2020 (and dropping over the decades to come), and they've also already issued guidelines about securing these systems from unauthorized access. -
Feds Unveil Rule Requiring Cars To 'Talk' To Each Other (thehill.com)
An anonymous reader quotes a report from The Hill: The Obama administration released a long-awaited rule on Tuesday requiring all new vehicles to have communication technology that allows them to "talk" to each another, which officials say could prevent tens of thousands of crashes each year. The proposal calls for all new light-duty cars and trucks to eventually be equipped with vehicle-to-vehicle (V2V) technology, a safety system that enables cars to send wireless signals to each other, anticipate each other's moves and thus avoid crashes. The rule would require 100 percent of new vehicle fleets to have V2V technology within four years of the final rule's enactment. The proposal will be open for public comment for 90 days. The connected vehicle rule builds on previous work by the outgoing administration to accelerate the deployment of innovative safety technology. The Department of Transportation released the first-ever federal guidelines for driverless cars in September. "We are carrying the ball as far as we can to realize the potential of transportation technology to save lives," said Transportation Secretary Anthony Foxx. "This long-promised V2V rule is the next step in that progression. Once deployed, V2V will provide 360-degree situational awareness on the road and will help us enhance vehicle safety." Officials say V2V has the potential to mitigate 80 percent of non-impaired crashes and can interact with other crash avoidance systems, like automatic braking. V2V uses dedicated short-range radio communications to exchange messages about a car's speed, direction and location. The system uses that information from other vehicles to identify potentials risks and warn its driver. A pair of Democratic senators called on the agency to ensure that vehicles have "robust" cybersecurity and privacy protections in place before automakers deploy V2V. -
AAA Study: Blood THC Levels After Smoking Pot Are Useless In Defining 'Too High To Drive' (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Blood tests that try to quantify marijuana use are in fact useless at assessing how impaired a driver is, according to a study by the AAA Foundation for Traffic Safety. The study found that people with low blood amounts of THC -- or delta-9-tetrahydrocannabinol, the main psychoactive component of pot -- may still act as if they're really stoned. On the other hand, some people may have THC measurements off the charts yet still act normally. The finding is critical because several states have already set legal limits for the amount of THC a person can have in their blood while driving. AAA concluded that such limits are "arbitrary and unsupported by science, which could result in unsafe motorists going free and others being wrongfully convicted for impaired driving." The conclusion echoes that of other researchers that also noted no correlation between blood THC levels and impairment. Still, there is a need to deter people from smoking pot while driving, AAA argues, as it can impair driving. It recommends that until scientifically valid measures of impairments are put into place, law enforcement should use a combination of behavior and psychological tests to assess whether drivers who use marijuana are safe to drive. -
10 Major Automakers Agree To Include Automatic Emergency Braking On New Vehicles

The car manufacturers are: Audi, BMW, Ford, General Motors, Mazda, Mercedes Benz, Tesla, Toyota, Volkswagen and Volvo. "Automatic emergency braking includes a range of systems designed to address the large number of crashes, especially rear-end crashes, in which drivers do not apply the brakes or fail to apply sufficient braking power to avoid or mitigate a crash. AEB systems use on-vehicle sensors such as radar, cameras or lasers to detect an imminent crash, warn the driver and, if the driver does not take sufficient action, engage the brakes." -
Government Recommends Cars With Smarter Brakes
mrspoonsi writes The National Highway Traffic Safety Administration is adding crash imminent braking and dynamic braking support to its list of recommended advanced safety features for new cars. The former uses sensors to activate the brakes if a crash is imminent and the driver already hasn't. Dynamic braking support, on the other hand, increases stopping power if you haven't put enough pressure on the brake pedal. Like lane-departure and front collision warning systems, these features are available on some models already — this move gives them high-profile attention, though. And for good reason: As the NHSTA tells it, a third of 2013's police-reported car accidents were the rear-end crashes and a "large number" of the drivers either didn't apply the brakes at all (what?!) or fully before impact. -
DoT Proposes Mandating Vehicle-To-Vehicle Communications
schwit1 sends word that the Dept. of Transportation's National Highway Traffic Safety Administration has given notice of a proposal (PDF) for a new car safety standard that would require vehicle-to-vehicle communication equipment in all new passenger cars and light trucks. The NHTSA thinks this will facilitate the development of new safety software for vehicles. They estimate it could prevent over 500,000 crashes (PDF) each year. "Some crash warning V2V applications, like Intersection Movement Assist and Left Turn Assist, rely on V2V-based messages to obtain information to detect and then warn drivers of possible safety risks in situations where other technologies have less capability. ... NHTSA believes that V2V capability will not develop absent regulation, because there would not be any immediate safety benefits for consumers who are early adopters of V2V." The submitter notes that this V2V communication would include transmission of a vehicle's location, which comes with privacy concerns. -
Fooling a Mercedes Into Autonomous Driving With a Soda Can
New submitter Petrut Malaescu writes: Last year Mercedes introduced an intelligent Lane Assist system to its S-class, which is cataloged as a Level 1 "Function-specific Automation" system. In other words, hands and feet must always be on the controls. But a clever driver discovered that all it takes to keep the car in Lane Assist mode is a soda can taped to the steering wheel. It's enough to trigger the steering wheel sensor that's supposed to detect the driver's hands. Obviously, it's not a good idea to try this on a busy highway. -
Counterfeit Air Bag Racket Blows Up
Hugh Pickens writes "According to Joan Lowy of the Associated Press, the National Highway Traffic Safety Administration has alerted the auto repair industry that tens of thousands of car owners may be driving vehicles with counterfeit air bags, which fail to inflate properly or don't inflate at all. Although no deaths or injuries have been tied to the counterfeit bags, it's unclear whether police accident investigators would be able to identify a counterfeit bag from a genuine one. The counterfeit bags typically have been made to look like air bags from automakers, and usually include a manufacturer's logo, but government investigators believe many of the bags come from China. Auto dealerships that operate their own body shops are usually required by their franchise agreements to buy their parts, including air bags, directly from automakers and therefore are unlikely to have installed counterfeit bags. But only 37 percent of auto dealers have their own body shops, so many consumers whose vehicles have been damaged are referred by their insurance companies to auto body shops that aren't affiliated with an automaker. Safety officials will warn millions of Americans that the air bags in over 100 vehicle models could be dangerous counterfeits, telling them to have their cars and trucks inspected as soon as possible. Dai Zhensong, a Chinese citizen, had the counterfeit air bags manufactured by purchasing genuine auto air bags that were torn down and used to produce molds to manufacture the counterfeit bags. Trademark emblems were purchased through dealerships located in China and affixed to the counterfeit air bags, which were then advertised on the Guangzhou Auto Parts website and sold for approximately $50 to $70 each, far below the value of an authentic air bag. The NHTSA has made a list of automobiles available that may be at risk for having counterfeit air bags." -

'America's drivers should feel confident that any time they get behind the wheel they can easily maintain control of their vehicles — especially in the event of an emergency,' says Transportation Secretary Ray LaHood. The move came after a fiery 2009 Lexus crash after a floor mat was improperly installed and may have trapped the accelerator pedal, causing the vehicle to race down California Highway 125 outside San Diego at more than 100 miles per hour, crashing and bursting into flames, killing an off-duty California Highway Patrol Officer and three members of his family. That crash led to a recall of 3.8 million Toyota and Lexus vehicles to fix the floor mat problem, and Toyota issued millions more recall notices to fix sticking gas pedals and other issues. Now Toyota has made a brake-override system standard, implementing it in all vehicles the company sold by the end of 2010, and most other automakers offer such a system on many of their vehicles or are adding it.
