Nuclear Disaster In Japan Could Have Been Mitigated, Say Industry Insiders
Hugh Pickens writes "Some insiders from Japan's tightly knit nuclear industry have stepped forward to say that Tepco and regulators had for years ignored warnings of the possibility of a larger-than-expected tsunami in northeastern Japan, and thus failed to take adequate countermeasures, such as raising wave walls or placing backup generators on higher ground. 'March 11 exposed the true nature of Japan's postwar system, that it is led by bureaucrats who stand on the side of industry, not the people,' says Shigeaki Koga, a former director of industrial policy at the Ministry of Economics, Trade and Industry. Eight years ago, as a member of an influential cabinet office committee on offshore earthquakes in northeastern Japan, Kunihiko Shimazaki, professor emeritus of seismology at the University of Tokyo, warned that Fukushima's coast was vulnerable to tsunamis more than twice as tall as the forecasts of up to 17 feet put forth by regulators and Tepco, but government bureaucrats running the committee moved quickly to exclude his views from debate as too speculative and 'pending further research.' Then in 2008, Tepco's own engineers made three separate sets of calculations that showed Fukushima Daiichi could be hit by tsunamis as high as 50 feet. 'They completely ignored me in order to save Tepco money,' says Shimazaki." -
Did the Titanic Sink Due To an Optical Illusion?
Hugh Pickens writes "According to new research by British historian Tim Maltin, records by several ships in the area where the Titanic sank show atmospheric conditions were ripe for super refraction, a bending of light that caused a false horizon, concealing the iceberg that sank the Titanic in a mirage layer, which prevented the Titanic's lookouts from seeing the iceberg in time to avoid collision. According to the new theory, Titanic was sailing from Gulf Stream waters into the frigid Labrador Current, where the air column was cooling from the bottom up. This created a thermal inversion, with layers of cold air below layers of warmer air, creating a superior mirage. The theory also explains why the freighter Californian was unable to identify the Titanic on the moonless night, because even though the Titanic sailed into the Californian's view, it appeared too small to be the great ocean liner. The abnormally stratified air may also have disrupted signals sent by the Titanic by Morse Lamp to the Californian to no avail. This is not the first time atmospheric conditions have been postulated as a factor in the disaster that took 1,517 lives. An investigation in 1992 by the British government's Marine Accident Investigation Branch also suggested that super refraction may have played a role in the disaster (PDF, see page 13), but that possibility went unexplored until Maltin mined weather records, survivors' testimony and long-forgotten ships' logs." -
UK To Dim Highway Lights To Save Money
Hugh Pickens writes "The Telegraph reports that street lights on thousands of miles of major roads in England will be dimmed during quiet periods to save money and reduce carbon emissions. The Highways Agency has already turned off the lights on more than 80 miles of the motorway network and will soon begin a survey of where this can be done on the 2,500 miles of A roads it controls. Nigel Parry, of the Institution of Lighting Professionals, says that technology enabled lights can be controlled individually and remotely. 'The idea is that when traffic is busy, such as during the morning and evening rush hour, you have them at their brightest. When the traffic disappears you can dim them. You can maintain safety and use half as much energy.'" -
Apple Has Too Much Money
Hugh Pickens writes "AP reports that last week during a question-and-answer session at the company's annual shareholders' meeting CEO Tim Cook said he believes Apple has more money than it needs and his next challenge is to figure out whether Apple should break from the cash-hoarding ways of his predecessor, the late Steve Jobs, and dip into its $98 billion bank account to pay shareholders a dividend this year. 'Frankly speaking, it's more than we need to run the company.' The question of how to handle Apple's cash stockpile is a touchy one, partly because company co-founder Jobs had steadfastly brushed aside suggestions that the company restore its quarterly dividend which Jobs suspended in 1995 when it was in such deep trouble that it needed to hold on to every cent to keep from going bankrupt. Marketwatch analyst Mark Hulbert writes that a compelling case can be made that a huge cash hoard actually represents grave danger for Apple. That's because too much cash often burns a hole in managers' pockets, and they end up doing a poor job of investing that cash—engaging instead in foolish pursuits like empire building. Hulbert adds that a good strategy for ensuring that Apple remains a hungry, growth-oriented entrepreneurial company might be for it to distribute much of its cash to shareholders." -
Nuclear Truckers Haul Warheads Across US
Hugh Pickens writes "As you weave through interstate traffic, you're unlikely to notice a plain-looking Peterbilt tractor-trailer or have any idea that inside the cab an armed federal agent operates a host of electronic countermeasures to keep outsiders from accessing his heavily armored cargo: a nuclear warhead. Adam Weinstein writes that the Office of Secure Transportation (OST) employs nearly 600 couriers to move bombs, weapon components, radioactive metals for research, and fuel for Navy ships and submarines between a variety of labs, reactors and military bases. Hiding nukes in plain sight and rolling them through major metropolitan centers raises a slew of security and environmental concerns, from theft to terrorist attack to radioactive spills. 'Any time you put nuclear weapons and materials on the highway, you create security risks,' says Tom Clements, a nuclear security watchdog for Friends of the Earth. For security, cabs are fitted with custom composite armor and lightweight armored glass, a redundant communications system that links the convoys to a monitoring center in Albuquerque, and the driver has the ability to disable the truck so it can't be moved or opened. The OST hires military veterans, particularly ex-special-operations forces (PDF), who are trained in close-quarters battle, tactical shooting, physical fitness, and shifting smoothly through the gears of a tractor-trailer. But accidents happen. In 1996, a driver flipped his trailer on a two-lane Nebraska hill road after a freak ice storm, sending authorities scrambling to secure its payload of two nuclear bombs; and in 2003, two trucks operated by private contractors had rollover accidents in Montana and Tennessee while hauling uranium hexafluoride, a compound used to enrich reactor and bomb fuel." -
Obama Pushes For Cheaper Pennies
Hugh Pickens writes "Time Magazine reports that hidden deep inside in the White House's $3.8 trillion, 2,000-page budget that was sent to Congress this week is a proposal to make pennies and nickels cheaper to produce. Why? Because it currently costs the federal government 2.4 cents to make a penny and 11.2 cents for every nickel. If passed, the budget would allow the Treasury Department to 'change the composition of coins to more cost-effective materials' resulting in changes that could save more than $100 million a year. Since 1982, our copper-looking pennies have been merely coppery. In the 1970s, the price of copper soared, so President Nixon proposed changing the penny's composition to a cheaper aluminum. Today, only 2.5% of a penny is copper (which makes up the coin's coating) while 97.5% is zinc. The mint did make steel pennies for one year — in 1943 — when copper was needed for the war effort and steel might be a cheaper alternative this time. What about the bill introduced in 2006 that the US abandon pennies altogether.? At the time, fifty-five percent of respondents considered the penny useful compared to 43 percent who agreed it should be eliminated. More telling, 76 percent of respondents said they would pick up a penny if they saw it on the ground." -
All-IP Network Produces $100B Real Estate Windfall
Hugh Pickens writes "Daniel Berniger writes that one of the unexpected consequences of AT&T's transition to HD voice and all-IP networks is that the footprint of required network equipment will shrink by as much as 90 percent, translating into a $100 billion windfall as the global telecom giant starts emptying buildings and selling off the resulting real estate surplus. Since IP connections utilize logical address assignments, a single fiber can support an almost arbitrary number of end-user connections — so half a rack of VoIP network equipment replaces a room full of Class 4 and Class 5 circuit switching equipment, and equipment sheds replace the contents of entire buildings. AT&T's portfolio goes back more than 100 years, even as commercial real estate appreciated five fold since the 1970s, so growth of telephone service during the 20th century leaves the company with 250 million sq ft of floor space real estate in prime locations across America. 'The scale of the real estate divestiture challenge may justify creating a separate business unit to deal with the all-IP network transition,' writes Berniger, who adds that ATT isn't the only one who will benefit. 'The transition to all-IP networks allows carriers to sell-off a vast majority of the 100,000 or so central offices (PDF) currently occupying prime real estate around the globe.'" -
Sale Or License? Sister Sledge Sues Over ITunes
Hugh Pickens writes "The Hollywood Reporter reports that members of the iconic disco-era musical group Sister Sledge have filed a major class action lawsuit against Warner Music Group claiming that the music giant's method for calculating digital music purchases as 'sales' rather than 'licenses' has cheated them out of millions of dollars from digital music sales. Songwriters typically make much less money when an album is 'sold' than they do when their music is 'licensed' (the rationale derives from the costs that used to be associated with the physical production of records) but record labels have taken the position that music sold via such digital stores as iTunes should be counted as 'sales' rather than licenses. The difference in revenue can be significant as Sister Sledge claim their record deal promises 25 percent of revenue from licenses but only 5-1/2% to 6-1/2% of net from sales. Eminem's publisher brought a nearly identical claim against Universal Music Group and won an important decision at the 9th Circuit Court of Appeals in 2010 when the 9th Circuit ruled that iTunes' contract unambiguously provided that the music was licensed. The lawsuit argued that record companies' arrangements with digital retailers resembled a license more than it did a sale of a CD or record because, among other reasons, the labels furnished the seller with a single master recording that it then duplicated for customers. 'Unlike physical sales, where the record company manufactures each disc and has incremental costs, when they license to iTunes, all they do is turn over one master,' says attorney Richard S. Busch. 'It's only fair that the artist should receive 50 percent of the receipts.'" -
Philatelists Push Petition For Pluto Probe Postage
Hugh Pickens writes "Space.com reports that an online petition directed at the USPS and its Citizen Stamp Advisory Committee (CSAC) hopes to collect 100,000 signatures or more by March 13, the 82nd anniversary of the announcement of Pluto's discovery as the New Horizons robotic spacecraft gets closer to flyby Pluto and its moons in 2015. 'This is a chance for us all to celebrate what American space exploration can achieve though hard work, technical excellence, the spirit of scientific inquiry, and the uniquely human drive to explore,' reads the petition. Whether or not the New Horizons team is successful in getting the USPS to honor their spacecraft's mission, the probe will have delivered a stamp to Pluto. New Horizons includes nine stowaways including one of the 1991 'Not Yet Explored' Pluto stamps together with other mementos including a Florida quarter, a small container with an ounce of the ashes of Clyde Tombaugh, discoverer of Pluto, and a small segment of 2004 Ansari X Prize winner SpaceShipOne, the first privately-funded crewed spacecraft. 'Why nine mementos? I bet you can guess,' says Dr. Alan Stern, New Horizons' Principal Investigator adding why he wanted to send one of the Pluto stamps on the mission. 'Pluto may not have been explored when that stamp set came out, but we were going to conquer that,' says Stern. 'I wanted to fly it as a sort of 'in your face' thing.'" -
Is the Earth Gaining Or Losing Mass?
Hugh Pickens writes writes "BBC recently asked physicist and Cambridge University professor Dave Ansell to draw up a balance sheet of the mass that's coming in to the earth, and the mass going out to find out if the earth is gaining or losing mass. By far the biggest contributor to the world's mass is the 40,000 tonnes of dust that is falling from space to Earth every year. 'The Earth is acting like a giant vacuum cleaner powered by gravity in space, pulling in particles of dust,' says Dr. Chris Smith. Another factor increasing the earth's mass is global warming which adds about 160 tonnes a year because as the temperature of the Earth goes up, energy is added to the system, so the mass must go up. On the minus side, at the very center of the Earth, within the inner core, there exists a sphere of uranium five mile in diameter which acts as a natural nuclear reactor so these nuclear reactions cause a loss of mass of about 16 tonnes per year." (Read more, below.) Pickens continues: "What about launching rockets and satellites into space, like Phobos-Grunt? Smith discounts this as the mass is negligible and most of it will fall back down to Earth again anyway. But by far the biggest factor in earth's weight loss are the 95,000 tonnes of hydrogen that escape from the atmosphere every year. 'The other very light gas this is happening to is helium and there is much less of that around, so it's about 1,600 tonnes a year of helium that we lose.' Taking all the factors into account, Smith reckons the Earth is getting about 50,000 tonnes lighter a year, which is just less than half the gross weight of the Costa Concordia, the Italian cruise liner that recently ran aground."
