Already been done...
US Subs does this - from smaller ones (for one or two people) to yacht style 200' long ones that you can park a Smart Car in.

The mini sub may only do 2 knots underwater but does dive to 300m with a 6 hour capacity which makes it an actual submarine. In my eyes it's much more exciting than something that just goes around on the surface.
The dolphin thing, while possibly technically interesting, remains a leisure surface craft. It's also probably quite a bit cheaper.

Much closer to a jet ski than to a sub... Another expensive and useless toy.
Those guys supposedly make proper mini subs (or real ones, although apparently nobody has taken them up on it). -

There are plenty of flying cars and personal submarines available. You just have to pay for your toys. (Or is it work related... for the new paper route?) :D
FWIW, they did a great job on their book: Debunking 9/11 Myths. I highly recommended it if you have seen a movie or web site that claims to show evidence that 9/11 was a US governemnt plot with controlled demolitions, or suggestions that the World Trade Center wouldn't collapse because the fire wasn't hot enough to melt steel, and you aren't sure what to make of it. This book will help get you on solid factual and scientific ground. -

... looking at the design, one can't help but think about the cruising and parties under the sea that this would afford.
Unfortunately, it's not likely that anyone rich enough to be able to afford to buy one is going to have the kind of romance in their soul that would be necessary for them to tell US Subs to do the interior in brass, walnut, and rich fabrics to create a modern-day Nautilus (Captain Nemo's, not the US Navy's, for those of you who were never exposed to 20,000 Leagues Under the Sea). -

If $78 million is a little much......... get the Seattle 1000 for as little as $19.7 million.
Subsequently we would sign a manufacturing contract that would require a 10% initial payment followed by four 20% payments made at easily verifiable milestones in the construction process with the final 10% on delivery. The price of the Seattle 1000 is $19.7 million. Construction time would be 24 months.
Sure it's half as small, but it's 1/4th the cost. -

While all of these things on here look quite fun, and I've even seen an old Russian submarine someone posted, nothing can quite beet one of U.S. Submarines luxury models.
They've been making manned submersibles for exploration and tourist subs for several years now. But as people have been getting wealthier, and megayachts just aren't cutting it anymore, luxury submarines are coming into popularity. US Submarines makes a 118' luxury submarine (http://www.ussubs.com/Luxur y_f older/lux.seattle.html) capable of trans-Atlantic crossings, can stay submerged (without moving) for up to 20 days and can dive to 1000 feet. The interior is nothing less of what you would expect aboard any luxury yacht. It has three staterooms, a dining area, forward lounge, a pilot's station, sauna, more staterooms, galley, and a crew mess.
Now, for those of us (myself included) who just don't think that's enough, they also make a 216' model with more than 5,000 square feet of living space. Capable of everything listed above, this supersub travels at 16 knots on the surface (it looks like any ordinary yacht up top) and when the waves become a bit unsuitable for your tastes, just dive! I like the idea of a submarine; Here's a link to an entire series; from the spiffy two-man Triton to the Phoenix (5000 sqft, 65 meters, dockable minisub).
For the sub $300 category, a Klein bottle is never wrong. This year, say it with a one-sided surface!
