Washington State Commits To Running Entirely On Clean Energy By 2045 (gizmodo.com)
An anonymous reader quotes a report from Gizmodo: On Thursday, the Washington state legislature officially passed one of the most ambitious clean energy bills in the nation. Washington is now committed to making the state's electricity supply carbon neutral by 2030 and 100 percent carbon-free by 2045. The bill makes the fourth state to commit to 100 percent clean energy and adds a feather to the cap of Governor Jay Inslee who requested the bill be introduced. Inslee is running as a climate candidate for president that can get things done in the District if elected, and this bill is a very tangible accomplishment he can now point to.
The bill previously passed the state senate 28-19. After passing the house 56-42 on Thursday, the legislation goes back to the senate for a final vote. Once signed into law, Washington will join, Hawaii, California, and New Mexico as the fourth state committed to 100 percent clean energy. Washington, D.C. and Puerto Rico have also made similar commitment as well as more than 90 cities, according to tracking by the Sierra Club. The bill shuts the door on coal, saying it "is the policy of the state to eliminate coal-fired electricity." By calling for energy to come from carbon-free sources by 2045, it leaves the door open for nuclear power. [...] In addition to committing to cutting emissions, the bill is also designed to ensure the transition to renewables and any bumps in energy prices aren't shouldered by the poor. The bill calls says utilities "must make funding available for energy assistance to low-income households." -
New Mexico the Most Coal-Heavy State To Pledge 100 Percent Carbon-Free Energy By 2045 (arstechnica.com)
New Mexico's state House of Representatives passed the "Energy Transition Act" on Tuesday, where it's expected to be signed quickly by Governor Michelle Lujan Grisham. The bill "commits the state to getting 100 percent of its energy from carbon-free sources by 2045," reports Ars Technica. From the report: The bill includes interim goals mandating that 50 percent of the state's energy mix be renewable by 2030 and 80 percent of the energy mix be renewable by 2040. The state currently buys no nuclear power, which is not renewable but qualifies as a zero-carbon energy source. The bill passed yesterday does not require that 100 percent of the state's energy be renewable by 2045; it just specifies that no electricity come from a carbon-emitting source.
New Mexico is unique among these states because it is a relatively coal-heavy state, generating 1.5 gigawatts of coal-fired electricity as of November 2018. Last month, the state's Public Service Company of New Mexico had slated its 847MW San Juan coal plant for shut down by 2022, but a New York hedge fund called Acme Equities swooped in with an offer to buy the 46-year-old plant. According to Power Magazine, Acme intends to retrofit the plant with carbon capture and sequestration technology. If the deal goes through, Acme would use the captured carbon in enhanced oil recovery, where carbon is forced into older or weak oil wells to improve the pressure of the well and extract more oil. But with the passage of this bill, Acme's offer may not stand. New Mexico In Depth writes that the bill puts "$30 million toward the clean-up of the [San Juan] coal-fired power plant and the mine that supplies it and $40 million toward economic diversification efforts in that corner of the state and support for affected power plant employees and miners." -
US Congress Passes Bill To Help Advanced Nuclear Power (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Last week, the House passed a bipartisan bill that originated in the Senate called the Nuclear Energy Innovation Capabilities Act (S. 97), which will allow the private sector to partner with U.S. National Laboratories to vet advanced nuclear technologies. The bill also directs the Department of Energy (DOE) to lay the ground work for establishing "a versatile, reactor-based fast neutron source." The Senate also introduced a second bill called the Nuclear Energy Leadership Act (S. 3422) last Thursday, which would direct the DOE to actually establish that fast neutron reactor. That bill also directs the DOE to "make available high-assay, low-enriched uranium" for research purposes. The Nuclear Energy Leadership Act has not yet made it past a Senate vote. The report also mentions a recent U.S. Court of Appeals ruling to keep older reactors online. "The court said that subsidies for nuclear energy proposed by Illinois don't cause any interference with federal control over interstate power markets, which is prohibited," reports Ars.
"In 2017 the state of Illinois agreed to offer a Zero Emissions Credit that included nuclear energy (PDF). The credit was opposed by fossil fuel generators and by the Electric Power Supply Association, who sued the director of the Illinois Power Agency. But the Federal Energy Regulatory Commission (FERC) and the Department of Justice filed a joint brief in the case several months ago, saying those federal agencies had no problem with Illinois' credit system, according to Utility Dive." -
NRC Engineers Urge Shutdown of Nuclear Plants If Design Flaw Not Fixed (utilitydive.com)
mdsolar writes: A group of engineers in the U.S. Nuclear Regulatory Commission say they have identified a design flaw in nearly all nuclear reactors in the country that should result in their mandatory shutdown unless operators fix the problem, Reuters reports. In late February, the engineers petitioned the NRC to order immediate enforcement actions to correct the design flaw, which they say could result in damage to cooling systems and ultimately lead to an emergency situation. The filing asks the agency to respond by March 21 and is a part of a standard NRC process, according to the news outlet. The filing stems from an incident in January 2012, when Exelon's Byron 2 unit in Illinois experienced an automatic reactor trip from full power after an undervoltage condition was detected. The unit was shut down for a week, in what is known as an open phase condition created by an unbalanced voltage. The NRC engineers say such an event could cause an electrical short, reducing the abilituy of cooling systems to operate.
