vi for windows
At work, having to deal with code without a decent editing environment (like SQLServer stored procedures editing) I missed vi but solved the problem with a free tool: winvi.

EditPlus or WinVi
EditPlus was already recommended, but I'll throw in my personal fave. It's WinVi, an open source Vi clone for Windows. The best part about WinVi is that it accepts keystrokes in both NotePad and Vi styles. That is, if you're feeling lazy and need to just cut and paste via your mouse (or similar Notepad method on the keyboard), WinVi has no problem with that (provided you're in insert mode). Otherwise, WinVi is free to use as a functional Vi clone, with magical search and replace as a prominent feature coming to mind. It also features displaying files in Hex mode, if you dig that.

Re:This isn't surprising.
I wouldn't be surprised if he [Bill Gates] _still_ uses vi, maybe even under Cygwin
No need. He can use vi for windows.
ANd yes, I wouldnt be suprised if he did use it. I have heard that quite a few senior MS employees use windows ports of classic UNIX apps. After all, most UNIX apps take some getting used to - but once you do get to know them, they are unbeatable. As the reg article illustrates, many MS people come from a UNIX background, and it is not really suprising they have taken some of this with them. -
vi for Notepad lovers
Just thought I'd weigh into this holy war by mentioning WinVi. It's done by a German guy and is available in English, German, and Spanish. The design goals were to be identical to Notepad in a CUI sense, but still have vi functionality. It isn't a perfect vi implementation, but it has the majority of things you would need, and it's a great bridge to vi. If you've wanted to learn vi, but don't want to give up windows L&F, then it's a great choice. Oh and it loads as fast as notepad, and it's GPL'ed.
