It ACTUALLY HAS happened!
Voter fraud actually does happen.
In the recent elections, 6500 voters in NH were "non-resident" voters, using same-day registration.
(In NH you can register on the day of voting, and you don't need to be a resident - only that you are in the process of moving. Basically you "pinky swear" that you will be a NH resident real soon, and they let you vote.)
Of the 6540 people who voted as non-resident, only about 1000 of these actually moved to NH.
The difference between the Republican and Democratic senate election was about 1000 votes.
Neighboring states are predominately democratic, so with a statistical certainty the non-resident vote changed the NH senator from an "R" to a "D" this last election.
This really happened, voter fraud flipped a senate seat, and that senator does not properly represent the interests of her state.
Also, at least 196 of those non-resident voters have voted in more than one state.
We totally need voter ID to prevent abuse.

The small-town lifestyle is not sustainable, and only works when it's being subsidized by the cities. Most of these dying towns don't have any real industry left anyway, so it's time for the people there to pack up and leave. This idea that people in cities need to subsidize little meth infested burgs filled with uneducated disability recipients is bogus.
Rallying "disaffected" Americans to vote "We're applying to to identify patriotic Americans who've become disaffected and cynical, so we can engage them on issues relevant to them, get them registered, get them educated and turn them out to vote."

There have been 15 black men killed by police just since Colin Kaepernick started kneeling during the anthem a couple of weeks ago. They're not "isolated incidents" any more.
And if "pulling a gun on law enforcement" is what it takes to get shot by police, why is the guy who set up with his sniper rifle and trained it on FBI at the Bundy standoff still walking around without repercussions?

Yep and how are you going to get those to work? Electronics in a car can mess up, especially if its crashed.
So lets see here, if its going to deactivate then we cant rely on a faraday cage. Those dont turn on and off IIRC. So it has to be electronic. Which means that any car that is currently running will interfere with all nearby cell signals. SO that means you cant use your cell phone ANYWHERE around a running car.
So no cell phones in parking lots, or on the sidewalks of any city really. Hell that will clear up all that iPhone usage in NYC wont it.

So obviously your idea was rather poorly thought out, and thank god your not actually someone who could make that law.
