Windows can be secured, & here's how, for "bulletproof & bugfree operation", especially over "the long haul" & I've tried to promote that which you speak of, by creating guides for end-user security (which network techs can use on LANS/WANS endpoints such as PC workstation nodes & yes, even servers to an extent), per this guide below:

It CAN BE SECURITY-HARDENED though, with about 1-2 hours of effort (mostly automated too), see below: but, as you note? MS also ship a security hardened model to the US gov't. &/or military + have done so a couple times over the years (iirc, last year & in 2002 too). They ought to to everyone else too! However, you CAN do it yourself, fairly easily too...

2.) Am further educating myself (heading way, Way, WAY past the A.A.S. degree level now this year, after a long absence from academia in fact, in CSC credits heading WELL into the B.S. range (92/120 done here in fact, after this semester, & in the last 2 semesters?? I have "batted off" 4 A's of 8 classes in that major no less!
(That's really not a "huge trick" for myself, as I have been actually working in this field for 16++ yrs. now as a pro, but, still work (& yes, I am actually learning stuff too, bonus!))).
And, living a decent & happy life!

First of all - Tell us if YOU, or Thor Schmuck (your "credible reliable reputable source" etc. (not)), actually possess degrees around the art & science of computing (or any really, I am curious on this account).
This is to see if you are this "expert" you seem to THINK you are. I already KNOW you haven't done anything of good note int his field in written respected publications, so that much is taken care of in that regard.
Ask your "Credible Source", Thor Schmuck, if he also lists PING.EXE (because it can or could do a PING OF DEATH), or if he lists SPYBOT SEARCH & DESTROY on his list (because it alters the HOSTS file, & CA says "that's bad", but, funny they don't list Spybot S&D either, eh?)

Why zero threats in my app @ CA (the source of all this in fact)? Well - because I took CA's 21 point removal test (& my app passed EVERY question they had then is why)!
So you know, again - plus, again, the same has happened to Dr. Mark Russinovich of Microsoft (he & I used to do work for Sunbelt software @ the same time in the mid to late 1990's in fact, & I helped HE out of bugs in his pagedefrag.exe program, & he thanked me in email for it no less), plus, Nir Sofer of NIRSOFT had it happen on a LOT of his wares (which sux, because his wares are quite useful & NOT spywares)...

Well, I wrote those sites, & they got their information from Computer Associates, whom I also contacted & with Mr. Greg Jensen no less (head of their security suite's development)...
My ware shows as NO THREAT LEVELS (zero) there, and it failed NONE of their 21 question "removal test" criteria either, to have it removed!
Yes, you have to go thru that too, as a software dev (which apparently, you are not).
I also spoke to an attorney in that regard no less, & he stated:
"You have a winning case, but, they'd drag it out in court for a decade, exceeding my percentage of the award, making it not worth my time or rather costs in pursuing it" & he estimated it to be worth $150,000 U.S. Dollars, for libel.
So you know:
The same has happened to Dr. Mark Russinovich, & Nir Sofer of NIRSOFT (write this 2nd fellow especially - he is OUTRAGED by it, & I used to be, but not anymore - I passed all of CA's tests, & they lowered the alleged "threat level" of my app to ZERO).
I wrote it to help out a guy on some forums in the "olden days", when Apache ran not as a service, but as an app (& he couldn't STAND THAT, so it was easy to write up a program to spawn any process that uses a visible hWnd to do so, albeit, invisibly (almost as "light" as a service process that way, because no visible windows have to be "painted" on the screen device context).

A relatively "smallish" HOSTS file resides in the native DNS Clientside caching service on Windows (so it is constantly in memory, inside of what C/C++ folks call a "structure" (either standalone, or part of an object), or what PASCAL "fiends" like myself, call a record (or again, object) since PASCAL RECORD = C/C++ STRUCTURE).
Also - this avoids being "diskbound slow"... now, if you use a relatively "LARGISH" hosts file? You have to disable your DNS Clientside cache service - or, it "breaks down" & you lag, rather horribly (I have pointed this out to Microsoft on their blogs (S. Sinofsky's, head of Windows development iirc) & Foredecker (a senior mgt. figure @ MS too, who posts here no less)... so, what makes up for that? See subject-line... answer = YOUR DISKCACHE!

I feel that MS ought to ship a system TOTALLY "closed off", personally (or, @ least, security hardened, per the guidelines I set below)
I do show guidelines for security that DO actually work no less there!
Simply due to the usage of "layered security", conscientious patching, & knowing when and when NOT to use things like JAVASCRIPT + FAR MORE!
(E.G.-> AND, even a "return to antiquities teachings" (per Ozymandias of "The Watchmen" in that quote) by using things like HOSTS files for example, which is 1970's thinking (but, it works like no tomorrow for BOTH added speed, but more importantly, for ADDED LAYERED SECURITY, especially nowadays...)).
Then, when the END-USER elects to "turn those features" on again (or rather, the protection vs. them, off)? He/She, as said end-user, assumes the responsibility for what happens... NOT MS!
(MS ships these OS' nowhere NEAR where they can be 'security-hardened' to, & probably so "everything just works" + so it's easier to "mass deploy" quickly, imo @ least, as to the "WHY" of why MS' OS are so damned 'wide open' outta the box/oem stock!)

Ah, ACTUALLY in my experience (more than a year professionally dealing with their junk, disassembling & tracing it, & removing it etc. et al as part of my job duties when level 1 folks failed vs. them)?
They're MOSTLY "script kiddies" actually...
I.E.-> Using & REUSING the stuff the TRULY "cutting edge" people's (hacker/cracker) designs & work + tactics, over & over again, prefab style. Sometimes with only SLIGHT variations...

Ok: How about 31++% differences to the good then (or more in some cases) in scores on benchmarks, as a single example I will put out testimonials of here for then (& from guys that DO know about system tweaking, albeit MORE on the hardware o/c'ing side, until I showed them the "ins & outs" of how it's done OS & software side)?
