Scientists May Have Discovered a New Fundamental Particle: Sterile Neutrino (theregister.co.uk)
Artem Tashkinov writes: It needs more sigmas, but Fermilab boffins in America are carefully speculating that they may have seen evidence of a new fundamental particle: the sterile neutrino. The suggestion follows tests conducted by the MiniBooNE (Mini Booster Neutrino Experiment) instrument, located near Chicago. Its mission is to detect neutrino mass through their oscillations. In the Standard Model of physics, neutrinos, like all particles, are initially assumed to be massless, but some observations, like neutrino oscillation, suggest there's mass there. The experiment that possibly detected sterile neutrinos collected 15 years of data from its commissioning in 2002, and the results have only now reached pre-press outlet arXiv.
Over 15 years, MiniBooNE detected a few hundred more electron neutrinos than were predicted in Standard Model theory. The extra particles suggests there is a fourth, heavier flavor. The findings bring the MiniBooNE team tantalizingly close to a "result" -- it's a 4.8 sigma result, when "discovery" demands 5 sigma. -
FCC Emails Show Agency Spread Lies To Bolster Dubious DDoS Attack Claims: Gizmodo (gizmodo.com)
As the FCC was grappling with accusations of a fake cyberattack last spring, it intentionally misled several news organizations, choosing to feed journalists false information, while at the same time discouraging them from challenging the agency's official story, news outlet Gizmodo reported Tuesday. From the report: Internal emails reviewed by Gizmodo lay bare the agency's efforts to counter rife speculation that senior officials manufactured a cyberattack, allegedly to explain away technical problems plaguing the FCC's comment system amid its high-profile collection of public comments on a controversial and since-passed proposal to overturn federal net neutrality rules.
The FCC has been unwilling or unable to produce any evidence an attack occurred -- not to the reporters who've requested and even sued over it, and not to U.S. lawmakers who've demanded to see it. Instead, the agency conducted a quiet campaign to bolster its cyberattack story with the aid of friendly and easily duped reporters, chiefly by spreading word of an earlier cyberattack that its own security staff say never happened. -
Flight-Sim Maker Threatens Legal Action Over Reddit Posts Discussing DRM (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Today's controversy begins with a Reddit thread that noted FlightSimLabs' A320 add-on installing "cmdhost.exe" files in the "system32" and "SysWOW64" folders inside the Windows directory. The strange filename and location -- which seems designed to closely match those of actual Windows system files -- made some Reddit users suspicious, especially given FlightSimLabs history of undisclosed installations. FlightSimLabs responded on Facebook last Thursday by saying that the files came from third-party e-commerce service eSellerate and were designed to "reduce the number of product activation issues people were having." This system has been acknowledged in the FlightSimLabs forums in the past, and it apparently passes all major antivirus checks.
The "controversy" over these files might well have died down after that response. But then FlightSimLabs' Simon Kelsey sent a message to the moderators of the flightsim subreddit, gently reminding them of "Reddit's obligation as a publisher... to ensure that any libelous content is taken down as soon as you become aware of it." While ostensibly welcoming "robust fair comment and opinion," the message also warns that "ANY suggestion that our current or future products pose any threat to users is absolutely false and libelous." That warning extends to the company's previous password-extractor controversy, with Kelsey writing, "ANY suggestion that any user's data was compromised during the events of February is entirely false and therefore libelous." "I would hate for lawyers to have to get involved in this, and I trust that you will take appropriate steps to ensure that no such libel is posted," Kelsey concludes. A follow-up message from Kelsey reiterated the same points and noted that FlightSimLabs has reported specific comments and demanded they be removed as libelous. -
The World Set a New Record For Renewable Power in 2017, But Emissions Are Still Rising (qz.com)
In 2017, the world deployed an ever-expanding amount of solar and wind power, setting a new record for renewable-power capacity added to the grid. From a report: In fact, the money spent on renewable installations was more than twice the sum spent on nuclear and fossil-fuel power, according to the annual Global Status Report published by renewables policy group REN21. Over the past 10 years, global installed renewable-power capacity, which includes hydropower, has doubled.
That growth, however, isn't enough to reduce emissions. World demand for energy increased by 2.1% last year, and low-carbon sources could not keep pace. As a result, the word's energy-related carbon emissions rose by 1.7%, the first rise in four years. It's an important reminder that, despite all the talk about the growth of renewables, we still rely heavily on fossil fuels. -
'Carbon Bubble' Could Spark Global Financial Crisis, Study Warns (theguardian.com)
An anonymous reader quotes a report from The Guardian: The existence of a "carbon bubble" -- assets in fossil fuels that are currently overvalued because, in the medium and long-term, the world will have to drastically reduce greenhouse gas emissions -- has long been proposed by academics, activists and investors. The new study, published on Monday in the journal Nature Climate Change, shows that a sharp slump in the value of fossil fuels would cause this bubble to burst, and posits that such a slump is likely before 2035 based on current patterns of energy use. Crucially, the findings suggest that a rapid decline in fossil fuel demand is no longer dependent on stronger policies and actions from governments around the world. Instead, the authors' detailed simulations found the demand drop would take place even if major nations undertake no new climate policies, or reverse some previous commitments. That is because advances in technologies for energy efficiency and renewable power, and the accompanying drop in their price, have made low-carbon energy much more economically and technically attractive.

Humans Are Still Crucial To Amazon's Fulfillment Process (technologyreview.com)
Amazon's fleet of automated warehouse robots, now more than 100,000 machines strong, is working alongside human employees to help meet the e-commerce giant's massive fulfillment demand. From a report: The company's robots carry inventory around massive warehouse floors, compiling all the items for a customer's order and reducing the need for human interaction with the products. But the chief technologist of Amazon Robotics, Tye Brady, insists that these robots are enhancing human efficiencies rather than eliminating warehouse jobs.
Amazon has been going full steam ahead when it comes to hiring and now employs over 500,000 people. Brady views the robots as necessary to this growth. "When there are tens of thousands of orders going on simultaneously, you are getting beyond what a human can do," he told the audience at MIT Technology Review's first EmTech Next conference today. Humans still provide necessary skills in the fulfillment process, like dexterity, adaptiveness, and plain old common sense. For example, when some popcorn butter accidentally fell off a pod in a fulfillment center, it got squished, creating a big buttery mess in the middle of the floor. The curious robots didn't know how to handle the situation but wanted to go check it out. "The robots were driving through it, and they'd slip and get an encoder error," says Brady. -

The tussle over technology talent is reaching far beyond Silicon Valley. From a report: Firms from industrial giants to car makers are rethinking the way they recruit as they compete with each other and traditional technology outfits for people with expertise in high-tech fields like machine learning, artificial intelligence and cybersecurity. For some positions that Siemens AG needs to fill, there may be a universe of fewer than 2,000 qualified people in the U.S., said Michael Brown, vice president of talent acquisition in the Americas for the German industrial conglomerate that makes everything from gas turbines to mammography machines. "The question is how many of those are looking for a job?" Mr. Brown said. Finding the right potential candidates on sites like LinkedIn isn't easy because "they're tired of being found."
Siemens has 377,000 employees world-wide and about 50,000 in the U.S. At the moment, it has about 1,500 open jobs across America, most of which require some software or science-related background. Employers are handicapped by several factors, data show and recruiters say: Cutting-edge skills are evolving faster than universities can train people, the supply of talented young workers entering these fields isn't satisfying the huge demand for them, and mobility -- a worker's willingness to uproot their life for a job in a new place -- has declined. The odds of luring rare, coveted candidates away from their current job or city are long, Mr. Brown said. -
Ticketfly Temporarily Shuts Down To Investigate 'Cyber Incident' (engadget.com)
Earlier today, ticket distribution service Ticketfly shut down after a "cyber incident" compromised its systems. A hacker reportedly defaced the company's website and claimed to have compromised the "backstage" database where festivals, promoters and venues manage their events. Engadget reports: The intrusion might have started through Ticketfly's Wordpress blog -- the hacker claimed to have downloaded and posted this on Ticketfly's site before it was taken down. The firm hasn't said when it expects services to return to normal, and it has yet to gauge the full extent of the breach. It took everything down out of an "abundance of caution," according to a spokesperson. According to Motherboard, the hacker apparently demanded a single bitcoin to divulge the vulnerability that left Ticketfly open to attack. Russia Demands Apple Remove Telegram From Russian App Store (macrumors.com)
The Russian government is asking Apple to help it block Telegram by removing it from the country's App Store. Mac Rumors reports: A Russian court in April ordered carriers and internet providers in the country to block Telegram back in April, after Telegram refused to provide Russia with backdoor access to user messages. Despite issuing the block order back in April, Russia has only been able to disrupt Telegram's operations in the country by 15 to 30 percent. Given the government's inability to block the app, Roskomnadzor, the division of the government that controls media and telecommunications, has demanded that Apple remove the Telegram app from the Russian App Store. The group first asked Apple to remove the app in April, but is appealing to Apple again.
"In order to avoid possible action by Roskomnadzor for violations of the functioning of the above-mentioned Apple Inc. service, we ask you to inform us as soon as possible about your company's further actions to resolve the problematic issue," the regulator wrote. Roskomnadzor has given Apple one month to remove the Telegram app from the App Store. Roskomnadzor's director Alexander Zharov said he did not want to "forecast further actions" should Apple not comply with the request following the 30 day period. -
Code.org Is Crowdsourcing Database of US K-12 Schools That Teach, Or Don't Teach CS
Longtime reader theodp writes: Nonprofit Code.org, which is bankrolled by the likes of Microsoft, Facebook, Amazon, Google, and Infosys, has teamed up with the Computer Science Teachers Association (CSTA) and is "calling on all educators and parents" to "help us build a database of all schools that teach (or don't teach) computer science" (via direct responses and email advocacy tools). Called the K-12 Computer Science Access Report, Code.org says "the database will be a resource that everyone in the CS community can use." For what purposes, however, is not entirely clear, although the Code.org Medium post indicates the database will be used by the nonprofit and the CS community to "make our shared vision [for every school to teach computer science] a reality." The post cites a 2016 study conducted by Google and Gallup -- which took principals to task for being clueless about what constituted "computer science" and misgauging parental and student demand for CS -- and goes on to add that the new database will allow the organization to "be able to report more precisely which schools do or don't offer this opportunity to their students." As far as a timeframe for the naughty-or-nice K-12 CS school database goes, Code.org reports, "our goal is to gather data for 100% of US schools by the end of 2018." In earlier posts, Code.org has thanked its partners for their help in "changing [K-12 CS] education policies in forty states" (make that 43 states!) and claimed credit for "pressing lawmakers" into unlocking Federal funding for K-12 CS with the passage of the Every Student Succeeds Act.

Coastal Megacity Karachi Is Running Out of Water (earther.com)
The Pakistani megacity of Karachi, home to more than 20 million people, is among the most water-stressed cities in the world, only able to meet half of its daily water demand. From a report: Karachi requires 1,100 million of gallons per day (mgd), but only receives 550 mgd, according to the Karachi Water and Sewerage Board (KWSB). Karachi's water is sourced from the Indus River via Keenjhar Lake, which sits more than 90 miles away from the city. The water shortage in Karachi is linked to myriad factors including climate change, mismanagement of water resources, and corruption. Most of all, however, a rising population increasing at a rate of 4.5 percent a year creates a strain on the finite water supply. Pakistan ranks in the top ten of countries worst affected by climate change, and water shortages are likely to deepen in both intensity and frequency in the coming decade.

People Living in the Hottest Places on the Planet Are the Least Likely To Have Air Conditioners (qz.com)
Zoe Schlanger, writing for Quartz: In 2016, roughly 10% of the planet's energy use went towards air conditioning. Figures vary wildly from country to country, though, and some of the hottest regions on Earth use the least A/C -- for now. A new report from the International Energy Agency says that's about to change. By 2050, the intergovernmental agency predicts, global energy use from A/Cs will triple, reaching a level equivalent to China's total electricity demand today. The African continent is home to some of the hottest places on Earth, but fewer than 5% of people in most African nations own an air conditioner, and energy used for cooling comes to just 35 kWh per person living in the continent, according to the IEA. In India, where large parts of the country are hot all year round, people use an average of 70 kWh for cooling. Compared to nations where having an A/C is the norm, that's almost nothing at all.

Senators Demand FCC Answer For Fake Comments After Realizing Their Identities Were Stolen (gizmodo.com)
Two US senators -- one Republican, one Democrat who both had their identities stolen and then used to post fake public comments on net neutrality -- are calling on FCC Chairman Ajit Pai to address how as many as two million fake comments were filed under stolen names. From a report: Senators Jeff Merkley, Democrat of Oregon, and Pat Toomey, Republican of Pennsylvania, are among the estimated "two million Americans" whose identities were used to file comments to the FCC without their consent. "The federal rulemaking process is an essential part of our democracy and allows Americans the opportunity to express their opinions on how government agencies decide important regulatory issues," the pair of lawmakers wrote [PDF].
"As such, we are concerned about the aforementioned fraudulent activity. We need to prevent the deliberate misuse of Americans' personal information and ensure that the FCC is working to protect against current and future vulnerabilities in its system. We encourage the FCC to determine who facilitated these fake comments," the letter continues. "While we understand and agree with the need to protect individuals' privacy, we request that the FCC share with the public the total number of fake comments that were filed." -
German Test Reveals That Magnetic Fields Are Pushing the EM Drive (arstechnica.com)
"Researchers in Germany have performed an independent, controlled test of the infamous EM Drive with an unprecedented level of precision," writes PvtVoid. "The result? The thrust is coming from interactions with the Earth's magnetic field." From the report: Instead of getting ahold of someone else's EM drive, or Mach-effect device, the researchers created their own, along with the driving electronics. The researchers used precision machining and polishing to obtain a microwave cavity that was much better than those previously published. If anything was going to work, this would be the one. The researchers built up a very nice driving circuit that was capable of supplying 50W of power to the cavity. However, the amplifier mountings still needed to be worked on. So, to keep thermal management problems under control, they limited themselves to a couple of Watts in the current tests. The researchers also inserted an enormous attenuator. This meant that they could, without physically changing the setup, switch on all the electronics and have the amplifiers working at full noise, and all the power would either go to the EM drive or be absorbed in the attenuator. That gives them much more freedom to determine if the thrust was coming from the drive or not.
Even with a power of just a couple of Watts, the EM-drive generates thrust in the expected direction (e.g., the torsion bar twists in the right direction). If you reverse the direction of the thruster, the balance swings back the other way: the thrust is reversed. Unfortunately, the EM drive also generates the thrust when the thruster is directed so that it cannot produce a torque on the balance (e.g., the null test also produces thrust). And likewise, that "thrust" reverses when you reverse the direction of the thruster. The best part is that the results are the same when the attenuator is put into the circuit. In this case, there is basically no radiation in the microwave cavity, yet the WTF-thruster thrusts on. So, where does the force come from? The Earth's magnetic field, most likely. The cables that carry the current to the microwave amplifier run along the arm of the torsion bar. Although the cable is shielded, it is not perfect (because the researchers did not have enough mu metal). The current in the cable experiences a force due to the Earth's magnetic field that is precisely perpendicular to the torsion bar. And, depending on the orientation of the thruster, the direction of the current will reverse and the force will reverse. The researchers' conclude by saying: "At least, SpaceDrive [the name of the test setup] is an excellent educational project by developing highly demanding test setups, evaluating theoretical models and possible experimental errors. It's a great learning experience with the possibility to find something that can drive space exploration into its next generation." -
Advocacy Groups Call for the FTC To Break Up Facebook (bleepingcomputer.com)
An anonymous reader shares a report: Several advocacy groups have banded together for a campaign that calls upon the US Federal Trade Commission to intervene and break up Facebook into smaller companies -- and more specifically to split off the Messenger, Instagram, and WhatsApp services from the mother company. The campaign, named Freedom from Facebook, was set into motion today by eight groups -- Demand Progress, Citizens Against Monopoly, Content Creators Coalition, Jewish Voice for Peace, MoveOn, Mpower Change, Open Markets Institute, and SumOfUs, respectively. Through a dedicated website, the eight advocacy groups are urging users to file a petition with the FTC on the grounds that Facebook has become a monopoly. The campaign's motto is "It's time to make Facebook safe for democracy." "Facebook and Mark Zuckerberg have amassed a scary amount of power," the campaign's website reads. "Facebook unilaterally decides the news that billions of people around the world see every day."

Utilities, Tesla Appeal Federal Rollback of Auto Emissions Standards (arstechnica.com)
A coalition of utilities and electric vehicle makers, including Tesla, are petitioning the EPA to reconsider its recent plan to roll back auto emissions standards. In April, the EPA said that it would relax greenhouse gas emissions standards that had been put in place for model year 2022-2025 vehicles. Ars Technica reports: The National Coalition for Advanced Transportation (NCAT) represents 12 utilities as well as Tesla, electric truck maker Workhorse, and EV charging network EVgo. NCAT earlier this month asked the Second Circuit Court of Appeals in Washington, DC to review the EPA's latest efforts to relax the Obama-era fuel economy standards.
The coalition challenge to the EPA follows a similar challenge made by 17 states, including California. The utilities' efforts show that they're interested in protecting one of the major projected avenues for growth in electricity demand. Electricity consumption has stagnated in the U.S. as efficiency measures take effect and, in some states, solar panels make it easier for residents to buy less electricity from the local utility. -
Trump Personally Pushed Postmaster General To Double Rates on Amazon, Other Firms: Report (washingtonpost.com)
President Trump personally urged the leader of the U.S. Postal Service to double the rates the agency charges Amazon and other firms for delivery packages in several private conversations in 2017 and 2018, The Washington Post reported Friday (alternative source). From the report: Postmaster General Megan Brennan has so far resisted Trump's demand, explaining in multiple conversations occurring this year and last that these arrangements are bound by contracts and must be reviewed by a regulatory commission, the three people said. She has told the president that the Amazon relationship is beneficial for the Postal Service and gave him a set of slides that showed the variety of companies, in addition to Amazon, that also partner for deliveries.
Despite these presentations, Trump has continued to level criticism at Amazon. And last month, his critiques culminated in the signing of an executive order mandating a government review of the financially strapped Postal Service that could lead to major changes in the way it charges Amazon and others for package delivery. Few U.S. companies have drawn Trump's ire as much as Amazon, which has rapidly grown to be the second-largest U.S. company in terms of market capitalization. For more than three years, Trump has fumed publicly and privately about the giant commerce and services company and its founder Jeffrey P. Bezos, who is also the owner of The Washington Post. -

Scientists Find Physically Demanding Jobs Are Linked To Greater Risk of Early Death (metro.co.uk)
An anonymous reader quotes a report from Metro: Researchers in the Netherlands claim that a "physical activity paradox" exists, where exercise may only be good for you if it's done outside of your job. Manual laborers may be physically active all day but that doesn't actually help them. In fact, the research claims that it might actually increase their risk of dying early. "While we know leisure-time physical activity is good for you, we found that occupational physical activity has an 18% increased risk of early mortality for men," says Pieter Coenen, public health researcher at UV University medical centre in Amsterdam. "These men are dying earlier than those who are not physically active in their occupation."
He says that it's all down to the type of exercise you do in your spare time, versus occupational physical activity. When you choose to exercise, you can take rest periods when you want -- something that often may not be available to you if you're working on a building site (for example). The research combined results from 17 studies, dated between 1960 and 2010 -- looking at data on almost 200,000 people. The study has been published in the British Journal of Sports Medicine. -
Microsoft To Launch a Line of Lower-Cost Surface Tablets With 10-inch Displays By Second Half of 2018, Report Says (bloomberg.com)
Microsoft plans to launch a line of lower-cost Surface tablets as soon as the second half of 2018, Bloomberg reported Wednesday. These devices should help Microsoft improve its market share in the iPad-led hybrid machines market, the outlet noted. From the report: Microsoft has tried this before. The software giant kicked off its consumer-oriented hardware push in 2012 with the launch of the original Surface RT. At the time, it was priced starting at $499. After the tablets didn't resonate with consumers and product reviewers, Microsoft pivoted to the more-expensive Surface Pro, a line which has gained steam and likely contributed to demand for a pro-oriented iPad, which Apple launched in 2015.
The new tablets will feature 10-inch screens -- around the same size as a standard iPad, but smaller than the 12-inch screens used on the Surface Pro laptop line. The new Surfaces, priced about $400, will have rounded edges like an iPad, differing from the squared off corners of current models. They'll also include USB-C connectivity, a first for Surface tablets, a new charging and syncing standard being used by some of the latest smartphones. The tablets are expected to be about 20 percent lighter than the high-end models, but will have around four hours fewer of battery life. (The current Surface Pro can last 13.5 hours on a single charge.)
