FBI: Retweeting a Terrorist's Tweet Could Land You In Trouble
An anonymous reader writes: Twitter has become a valuable tool for U.S. law enforcement agencies in their fight against terrorism. It's been used as evidence in trials, it's provided useful intelligence, and it has helped them figure out who is involved with these groups. But ACLU lawyer Lee Rowland is trying to make sure they don't take it too far. In April, a 30-year-old man was charged with providing "material support" to the Islamic State. The FBI's probably cause? He retweeted some of the group's tweets. FBI director James Comey says a person's intent is the heart of the issue: "Knowing it was wrong, you provided material support for a terrorist organization or some other offense. That is the bulwark against prosecuting someone for having an idea or having an interest. You have to manifest a criminal intent to further the aims prohibited by the statute." Rowland points out the obvious First Amendment concerns. He adds, "... there's also the question of intent there: repeating speech is not automatically an endorsement. ... So a RT alone is certainly not an endorsement and in many situations may be a criticism of the original speaker, and that's particularly true with terrorism, because I believe many people may believe terrorism is self-evidently immoral."

An anonymous reader writes: 75-year-old Neil Sloane is considered by many to be one of the most influential mathematicians of our time, not because of the theorems he's proved, but because of his creation: The Online Encyclopedia of Integer Sequences (OEIS). Quanta Magazine reports: "This giant repository, which celebrated its 50th anniversary last year, contains more than a quarter of a million different sequences of numbers that arise in different mathematical contexts, such as the prime numbers (2, 3, 5, 7, 11 ) or the Fibonacci sequence (0, 1, 1, 2, 3, 5, 8, 13 ). What's the greatest number of cake slices that can be made with n cuts? Look up sequence A000125 in the OEIS. How many chess positions can be created in n moves? That's sequence A048987. The number of ways to arrange n circles in a plane, with only two crossing at any given point, is A250001. That sequence just joined the collection a few months ago. So far, only its first four terms are known; if you can figure out the fifth, Sloane will want to hear from you."

In developer David Bolton's new posting, he discusses the bugs that he still remembers years later. One messed up the figures for a day's worth of oil trading by $800 million. ('The code was correct, but the exception happened because a new financial instrument being traded had a zero value for "number of days," and nobody had told us,' he writes.) Another program kept shutting down because a professor working on the project decided to sneak in and do a little DIY coding. While care and testing can sometimes allow you to snuff out serious bugs before they occur, some truly spectacular ones occasionally end up in the release... despite your best efforts.

NASA's Drone For Other Worlds
An anonymous reader writes: A group of engineers is building a new drone. What sets this apart from the hundreds of other drone development projects going on around the world? Well, these engineers are at the Kennedy Space Center, and the drone will be used to gather samples on other worlds. The drone is specifically designed to be able to fly in low- or no-atmosphere situations. Senior technologist Rob Mueller describes it as a "prospecting robot." He says, "The first step in being able to use resources on Mars or an asteroid is to find out where the resources are. They are most likely in hard-to-access areas where there is permanent shadow. Some of the crater walls are angled 30 degrees or more, and that's far too steep for a traditional rover to navigate and climb." They face major challenges with rotor and gas-jet design, they have to figure out navigation without GPS, and the whole system needs to be largely autonomous — you can't really steer a drone yourself with a latency of several minutes (or more).

US Navy Tests 3D Printing Custom Drones On Its Ships
itwbennett writes: Researchers at the Naval Postgraduate School are testing the use of 3D printers on ships to produce custom drones outfitted for specialized missions. The idea, said Alan Jaeger, a faculty research associate at the school, is that ships could set sail with kits of the core electronics parts, since they are common to most drones, but have the bodies designed according to specific requirements for each mission. A prototype drone was designed by engineers on shore based on requirements of the sailors at sea, and the 3D design file was emailed to the USS Essex over a satellite link. Flight tests revealed some of the potential problems, most of which were associated with operating the drone rather than the printing itself, Jaeger said. 'Even with a small amount of wind, something this small will get buffeted around,' he said. They also had to figure out the logistics of launching a drone from a ship, getting it back, how it integrated with other flight operations, and interference from other radio sources like radar.

The most conspicuous organisms have long since been cataloged and fixed on the tree of life, and the ones that remain undiscovered don't give themselves up easily. You could spend all day by the same watering hole with the best scientific instruments and come up with nothing. Maybe it's not surprising, then, that when discoveries do occur, they sometimes come in torrents. Find a different way of looking, and novel forms of life appear everywhere. A team of microbiologists based at the University of California, Berkeley, recently figured out one such new way of detecting life. At a stroke, their work expanded the number of known types — or phyla — of bacteria by nearly 50 percent, a dramatic change that indicates just how many forms of life on earth have escaped our notice so far.

Secret Service Agents Stake Out the Ugliest Corners of the Internet
HughPickens.com writes: Josephine Wolff reports at The Atlantic that Secret Service Internet Threat Desk is a group of agents tasked with identifying and assessing online threats to the president and his family. The first part of this mission — finding threats — is in many ways made easier by the Internet: all you have to do is search! Pulling up every tweet which uses the words "Obama" and "assassinate" takes mere seconds, and the Secret Service has tried to make it easier for people to draw threats to its attention by setting up its own Twitter handle, @secretservice, for users to report threatening messages to. The difficulty is trying to figure out which ones should be taken seriously.
The Secret Service categorizes all threats, online and offline alike, into one of three categories. Class 3 threats are considered the most serious, and require agents to interview the individual who issued the threat and any acquaintances to determine whether that person really has the capability to carry out the threat. Class 2 threats are considered to be serious but issued by people incapable of actually follow up on their intentions, either because they are in jail or located at a great distance from the president. And Class 1 threats are those that may seem serious at first, but are determined not to be. The overall number of threats directed at the first family that require investigation has stayed relatively steady at about 10 per day — except for the period when Obama was first elected, when the Secret Service had to follow up on roughly 50 threats per day. "That includes threats on Twitter," says Ronald Kessler, author of In the President's Secret Service. "It makes no difference to [the Secret Service] how a threat is communicated. They can't take that chance of assuming that because it's on Twitter it's less serious." -
Police Not Issuing Charges For Handgun-Firing Drone -- Feds Undecided
Mr.Intel sends a followup to last week's news of an 18-year-old man getting a lot of attention for posting a video of a handgun being fired from a drone. Despite calls to arrest the man, police say they can't find any reason to charge him. "It appears to be a case of technology surpassing current legislation," they said. Todd Lawrie, the chief of police where it happened, said, "We are attempting to determine if any laws have been violated at this point. It would seem to the average person, there should be something prohibiting a person from attaching a weapon to a drone. At this point, we can't find anything that's been violated. The legislature in Connecticut (recently) addressed a number of questions with drones, mostly around how law enforcement was going to use drones. It is a gray area, and it's caught the legislature flatfooted." The FAA and other federal agencies are still investigating and trying to figure out if any criminal statutes were violated.

Toshiba CEO, 8 Others, Resign Over $1.2 Billion Accounting Cover-Up
The BBC reports that Toshiba president and chief executive Hisao Tanaka, along with vice-chairman Norio Sasaki, former chief executive Atsutoshi Niched, and six other executives, has resigned from the company in the wake of an accounting scandal: On Monday, an independent panel appointed by Toshiba said the firm had overstated its operating profit by a total of 151.8bn yen ($1.22bn, £780m). The overstatement was roughly triple an initial estimate by Toshiba. Asia Times has an article that delves into the pressure which drove Tanaka and others to misstate their revenue figures so drastically. From that piece: Top management and the heads of in-house companies acted on “the shared goal of padding nominal profits,” the report said. President Hisao Tanaka and immediate predecessor Norio Sasaki, now vice chairman, denied intentionally delaying loss-booking, but those who worked below them thought they were being instructed to do so, according to the report. Top management would assign “challenges,” or earnings improvement targets, at monthly meetings with the heads of in-house companies and subsidiaries. These targets were especially aggressive in fiscal 2011 and fiscal 2012, when Sasaki was president. In-house company chiefs felt enormous pressure to meet the goals, the committee concluded. After the announcement of Tanaka's resignation, the company's stock actually rose six percent. CNBC explains: Getting the bad news out appears to have eased investors' concerns about the stock. "The total problem has been quantified and there's a likely chance the CEO will have to quit. That's been seen as the end of that," said Amir Anvarzadeh, director of Japan equity sales at BGC Securities.

Apple Watch Still Waiting On App Developers
An anonymous reader writes: It's been almost three months since the Apple Watch launched, and the tiny device hasn't taken people's wrists by storm. That's not to say it's a failure — experts estimate Apple has sold between three and five million of them, and we may get more detailed sales information during their earnings call, tomorrow. But many major app developers are still missing from the Watch's catalog, and Apple doesn't have a good way of roping them into the new section of its ecosystem. "I don't know if we could get it all in there in a way that feels good and works well," said a Facebook executive. "Why would you look at a small picture when you can look at a large one on your phone?" said Snapchat's CEO. The app rush that hit phones and tablets is dampened for the Watch. For now, all Apple can do is improve their development toolkit and hope coders can figure out useful new wrist-based interactions.

Despite Triage, US Federal Cybersecurity Still Lags Behind
An anonymous reader writes: According to the NY Times, U.S. government officials will soon announce all the improvements their IT security teams have made to federal systems in response to the OPM breach. Unfortunately, says the Times, these updates only just scratch the surface, and are more to show that the government is "doing something" than to fix the long-standing problems with how it handles security. "After neglect that has been documented in dozens of audits for nearly two decades, the federal government is still far behind its adversaries. And it is still struggling to procure the latest technological defenses or attract the kind of digital security expertise necessary to secure its networks."
It seems each agency has to be hit by a cyberattack, causing it to go into panic-mode independently, before learning to properly safeguard its systems. Officials say far too much money is wasted on figuring out who and what to blame, rather than on ameliorating the problem. "At the Internal Revenue Service, auditors identified 69 vulnerabilities in the agency's networks last year, but when officials there told Government Accountability Office auditors this year that they had fixed 24 of those problems, investigators found only 14 had been resolved." -
Study: Living Near Fracking Correlates With Increased Hospital Visits
New submitter Michael Tiemann writes: An article published in PLOS One finds increased hospital admissions significantly correlate with living in the same zip code as active fracking sites. The data comes from three counties in Pennsylvania, whose zip codes mostly had no fracking sites in 2007 and transitioned to a majority of zip codes with at least one fracking site. While the statistical and medical data are compelling, and speak to a significant correlation, the graphical and informational figures flunk every Tufte test, which is unfortunate. Nevertheless, with open data and Creative Commons licensing, the paper could be rewritten to provide a more compelling explanation about the dangers of fracking to people who live within its vicinity, and perhaps motivate more stringent regulations to protect them from both immediate and long-term harm.

Google Accidentally Reveals Data On 'Right To Be Forgotten' Requests
Colin Castro points out an article from The Guardian, who noticed that Google's recent transparency report contained more data than intended. When perusing the source code, they found data about who was making requests for Google to take down links under the "right to be forgotten" law. The data they found covers 75% of all requests made so far. Less than 5% of nearly 220,000 individual requests made to Google to selectively remove links to online information concern criminals, politicians and high-profile public figures, the Guardian has learned, with more than 95% of requests coming from everyday members of the public. ... Of 218,320 requests to remove links between 29 May 2014 and 23 March 2015, 101,461 (46%) have been successfully delisted on individual name searches. Of these, 99,569 involve "private or personal information." Only 1,892 requests – less than 1% of the overall total – were successful for the four remaining issue types identified within Google’s source code: "serious crime" (728 requests), "public figure" (454), "political" (534) or "child protection" (176) – presumably because they concern victims, incidental witnesses, spent convictions, or the private lives of public persons.

Linux Foundation's Census Project Ranks Open Source Software At Risk
jones_supa writes: The Core Infrastructure Initiative, a Linux Foundation effort assembled in the wake of the Heartbleed fiasco to provide development support for key Internet protocols, has opened the doors on its Census Project — an effort to figure out what software projects need support now, instead of waiting for them to break. Census assembles metrics about open source projects found in Debian's package list and on openhub.net, and then scores them based on the amount of risk each presents. Risk scores are an aggregate of multiple factors: how many people are known to have contributed to the project in the last 12 months, how many CVEs have been filed for it, how widely used it is, and how much exposure it has to the network. According to the current iteration of the survey, the programs most in need of attention are not previously cited infrastructure projects, but common core Linux system utilities that have network access and little development activity around them.

He wanted to learn more about 3D graphics programming and WebGL, a JavaScript API. It's stuffin.space, a real-time, 3D-visualized map of all objects looping around Earth, from satellites to orbital trash. In total, stuffin.space tracks 150,000 objects. Type in a satellite name to scope out its altitude, figure out its age, group satellites by type, and so on.

Greece Rejects EU Terms
New submitter Thammuz writes: With almost all ballots counted, Greeks voted overwhelmingly "No" on Sunday in a bailout referendum, defying warnings from the EU that rejecting new austerity terms would set their country on a path out of the euro. Figures published by the interior ministry showed nearly 62% of those whose ballots had been counted voting "No", against 38% voting "Yes". "Today we celebrate the victory of democracy, but tomorrow all together we continue and complete a national effort for exiting this crisis," Greek Prime Minister Alexis Tsipras said in a televised address.

Machine Learning System Detects Emotions and Suicidal Behavior
An anonymous reader writes with word as reported by The Stack of a new machine learning technology under development at the Technion-Israel Institute of Technology "which can identify emotion in text messages and email, such as sarcasm, irony and even antisocial or suicidal thoughts." Computer science student Eden Saig, the system's creator, explains that in text and email messages, many of the non-verbal cues (like facial expression) that we use to interpret language are missing. His software applies semantic analysis to those online communications and tries to figure out their emotional import and context by looking for word patterns (not just more superficial markers like emoticons or explicit labels like "[sarcasm]"), and can theoretically identify clues of threatening or self-destructive behavior.
