Financing College With a Tax On All Graduates
Hugh Pickens DOT Com writes "As the number of students attending colleges and universities has steadily increased and the cost for most students has climbed even faster, student debt figures (both total and per person) have continued to get bigger. Now Josh Freedman at Forbes Magazine proposes a graduate tax-funded system of higher education, under which students would pay nothing to attend college upfront. Instead, once they graduate and move out of their parents' basements, they would begin to pay an additional income tax (say, for example, three percent) on their earnings that would fund higher education. 'In other words, the current crop of college graduates funds the current crop of college students, and so on down the line. There is no debt taken on by students, which minimizes risk (good); repayment is tied to income, because only people who make income pay the tax (also good); and it is simpler and more easily administrable than plans to make loans easier to pay off (still good).' The main argument for a graduate tax comes from its progressivity. Supporters of a graduate tax point out that most college graduates, particularly those from elite universities that use a greater share of resources, are richer than people who have not graduated from college. The state of Oregon made headlines last year for an innovative proposal called 'Pay It Forward' to fund higher education without having students take on any debt. Pay It Forward amounts to a graduate tax: All of the graduates of public colleges in Oregon would pay nothing up front in tuition but would pay back a percentage of their income for a set number of years. These payments would build a fund that would cover the cost for future students to receive the same opportunity to attend college with no upfront costs. 'As pressure mounts for more students from all backgrounds to attend college, it will become increasingly difficult to try to stem the rapid tuition inflation under a loan system,' concludes Freedman. 'Our current student loan system has made college more expensive, turned higher education into an individual, rather than a communal, good, and generated serious negative economic and social risks.'"

Termite-Inspired Robots Build With Bricks
sciencehabit writes "A termite mound is a model of insect engineering. Some are meters high and consist of a complex network of tunnels. Even more impressive, millions of the bugs work together to build the mound, all without a blueprint or foreman telling them what to do. Could robots do the same? That's a question that has now been tackled by Justin Werfel, a computer scientist at Harvard University Today, he and his colleagues introduced a computer program that figures out how autonomous robots can make specific structures, including small-scale skyscrapers and pyramids, simply by following the same set of rules. The researchers started small, tasking three compact robots, or bots, with making a one-story, three-pronged structure all on their own, a job they completed in 30 minutes."

How Russia Transformed a Subtropical Beach Resort To Host the Winter Olympics
Hugh Pickens DOT Com writes "Duncan Geere reports at The Verge that Russian resort as Sochi, on the eastern shore of the Black Sea, is humid and subtropical with temperatures averaging about 52 degrees Fahrenheit (12 C) in the winter, and 75 degrees (24 C) in the summer. "There is almost no snow here — at the moment it's raining," says Olga Mironova, a local resident. It's estimated that the cost of staging the Olympics in Sochi has been greater than the previous three Winter Games combined — ballooning to a whopping $51 billion including the cost of implementing an extensive system of safeguards to ensure there'll be sufficient snow in Sochi for the games including the cost of implementing one of the largest snowmaking systems in Europe. The system includes two huge water reservoirs that feed 400 snow cannons installed along the slopes that can generate snow in temperatures of up to 60 degrees fahrenheit (16 C). If that snow isn't enough, then the authorities will fall back on 710,000 cubic meters of snow collected during the winters of previous years leading up to the games. To keep it from melting in the region's hot summers, 10 separate stockpiles have been kept packed tight under insulating covers high up in the mountains, safe from the sun's rays. Down in Sochi itself the other half of the games will be held in five indoor arenas that will host figure skating, speed skating, hockey, and curling, and an additional outdoor area will host the opening and closing ceremonies. In each of these indoor arenas, underfloor cooling systems are installed so that the ice stays frozen above it using propylene glycol, which doesn't freeze until temperatures reach 8.6 F (-13 C). Climatologists predict that even under a best-case scenario, almost half the venues that have hosted the Winter Olympics over the last century would be unable to do so by 2080 without resorting to extensive and expensive artificial snowmaking techniques.""

Is Whitelisting the Answer To the Rise In Data Breaches?
MojoKid writes "It doesn't take a rocket scientist to figure out that cyber criminals are quickly getting more sophisticated than current security, intrusion detection and prevention technology can defend against. And you have to wonder if the computer security industry as a whole is willing to take the disruptive measures required to address the issue head-on. One way to tackle the surging data breach epidemic is with a technology called "whitelisting." It's not going to sound too sexy to the average end user and frankly, even CIOs may find it unfashionable but in short, whitelisting is a method of locking-down a machine such that only trusted executables, DLLs and other necessary system and application components are allowed to run – everything else is denied. A few start-up security companies are beginning to appear in this space. The idea is to start with a known, clean system installation and then lock it down in that state so absolutely nothing can be changed. If you follow system security, regardless of your opinion on the concept of whitelisting, it's pretty clear the traditional conventions of AV, anti-malware, intrusion detection and prevention are no longer working."

California Bill Proposes Mandatory Kill-Switch On Phones and Tablets
alphadogg writes "Politicians and law enforcement officials in California will introduce a bill on Friday that requires all smartphones and tablet PCs sold in the state be equipped with a digital 'kill-switch' that would make the devices useless if stolen. The bill is a response to a rise in thefts of portable electronics devices, often at knife or gunpoint, being seen across the state. Already half of all robberies in San Francisco and 75 percent of those in Oakland involve a mobile device and the number is rising in Los Angeles, according to police figures. The trend is the same in major cities across the U.S. and the California bill, if it passes, could usher in kill-switch technology nationwide if phone makers choose not to produce custom devices for California. California Senate bill 962 says all smartphones and tablet PCs sold from Jan. 1, 2015, should have 'a technological solution that can render the essential features of the device inoperable when the device is not in possession of the rightful owner.'"

Former Red Hat COO Helps Health Care Providers Work Together (Video)
Do you remember the worries about getting different health care software systems to work with each other as health care providers starting moving away from paper? It's still a problem, but Joanne Rohde's company, Axial Exchange, is working to cure that problem not only as an entrepreneur but also because she has personal reasons to see health care providers communicate better with each other. In a 2012 interview for Huffington Post, she said, "While I was working for Red Hat, I got very sick... I ultimately had to go to 10 doctors to be diagnosed. Going from doctor to doctor, I could not believe I had to start over each time. No one actually talks to each other I became convinced that if I had had all the information, I probably would have been able to figure it out faster." In fact, Joanne got so sick that she quit her job as Red Hat COO after four years with the company. Once she started getting decent treatment for her Fybromyalgia and started getting better, she decided to apply open source principles to health care IT -- and to start a new company to do it. Opensource.com talked with Joanne in September 2013, and in January 2014 she talked with Health Care Finance News for an article titled Patients key to reducing readmissions. A phrase Joanne seems to be using a lot lately is "patient engagement," which has become a major part of Axial Exchange's work to improve communications not only between different health care providers but also between those providers and their patients. White writes "Years ago ago those of us who used any *nix desktop ('every morning when you wake up, the house is a little different') were seen as willing to embrace change and spend hours tinkering and configuring until we got new desktop versions to work the way we wanted, while there was an opposite perception of desktop users over in the Mac world ('it just works') and the Windows world ('it's a familiar interface'). However, a recent article in Datamation concludes that 'for better or worse, [Linux desktop users] know what they want — a classic desktop — and the figures consistently show that is what they are choosing in far greater numbers than GNOME, KDE, or any other single graphical interface.' Has the profile of the Linux desktop user changed to a more pragmatic one? Or is it just the psychology of user inertia at work, when one considers the revolt against changes in the KDE, GNOME, UNITY and Windows 8 interfaces in recent times?"

Engineers Invent Acoustic Equivalent of One-Way Glass
Hugh Pickens DOT Com writes: "Up until now, acoustic waves traveling between two points in space always exhibited a basic symmetry summed up with the phrase, 'if you can hear, you can also be heard.' Not anymore; Tia Ghose reports at Live Science that a team at UT Austin has created a 'nonreciprocal acoustic circulator,' the first step that could lead to the sound equivalent of a one-way mirror. All waves — whether visible light, sound, radio or otherwise — have a physical property known as time reversal symmetry — a wave sent one way can always be sent back. For radio waves, researchers figured out how to break this rule using magnetic materials that set electrons spinning in one direction. The resulting radio waves detect the difference in the material in one direction versus the other, preventing reverse transmission. To accomplish the feat with sound waves, the team created a cavity loaded with tiny CPU fans that spin the air with a specific velocity. The air is spinning in one direction, so the flow of air 'feels' different to the wave in one direction versus the other, preventing backward transmission. As a result, sound waves can go in, but they can't go the other way. The result is one-directional sound. With such a device, people can hear someone talking, but they themselves cannot be heard. The findings will likely lead to many useful applications, says Sebastien Guenneau. 'I would be surprised if sound industries do not pick up this idea. This could have great applications in sound insulation of motorways, music studios, submarines and airplanes.'"

Former Dev Gives Gloomy Outlook On Linux Support For the Opera Browser
An anonymous reader writes: "It doesn't take a Columbo to figure out that the 'previous employer, a small browser vendor that decided to abandon its own rendering engine and browser stack' is referring to Opera in this comment answering the question 'Do you actually use the product you are working on?' It appears to originate from Andreas Tolfsen, a former Opera developer who is now part of the Mozilla project. From releasing a unified architecture browser including Linux support since 2001, Opera decided to put Linux development on indefinite hold, communicated through blog comments, and focus on Windows and Mac for their browser rewrite centered around the Blink engine that had its first beta release last spring. The promise to bring back the Linux version in due time was met with growing skepticism as the months went by, and clear answers have been avoided in the developer blog. The uncertainty has spawned user projects such as Otter browser in an attempt to recreate the Opera UI in a free application. Tolfsen's statement seem to be in line with what users have suspected all along: Opera for Linux is not something for the near future."

OneDrive Is Microsoft's Rebranded Name For SkyDrive
SmartAboutThings writes with news that Microsoft finally figured out what to rename SkyDrive, after losing rights to the trademark last year. From the article: "Microsoft has just announced that SkyDrive, their cloud storage service, will be renamed to OneDrive very soon. This follows the news of trademark infringement case filed by British Sky Broadcasting Group (BSkyB) last year over SkyDrive branding. Microsoft had initially hinted at fighting BSkyB's claims over SkyDrive branding, but then decided to step back and rebrand their cloud offering. The Redmond giant has registered onedrive.com and has also posted a promotional video on YouTube announcing the upcoming change."

Michael Mann Defamation Suit Against National Review Writer to Proceed
From Ars Technica comes this update in the defamation case filed by climate researcher Michael Mann against political commentator Mark Steyn of National Review magazine, who rhetorically compared Mann to Penn State coach Jerry Sandusky and accused him of publishing intentionally misleading research results. "The defendants tried to get it dismissed under the District of Columbia's Strategic Lawsuit Against Public Participation (SLAPP) statute, which attempts to keep people from being silenced by frivolous lawsuits. The judge hearing the case denied the attempt and then promptly retired; Mann next amended his complaint, leading an appeals court to send the whole thing back to a new trial judge. Now the new judge has denied the SLAPP attempt yet again. In a decision released late last week (and hosted by defendant Mark Steyn), the judge recognizes that the comparison to a child molester is part of the "opinions and rhetorical hyperbole" that are protected speech when used against public figures like Mann. However, the accompanying accusations of fraud are not exempt:"

Collaboration and Rivalry In WebKit

Those guys data-mined the WebKit source-code change-log with Social Network Analysis. They claim that even if Apple and Samsung fight each other with patent wars in the courts, they still collaborate in the WebKit community. The report provides a different perspective from the Bitergia WebKit analytics. Some interesting polemics regarding Apple, Google and Nokia participation in the WebKit project are also highlighted in the paper. There are some nice figures capturing collaboration and rivalry in the WebKit community."

An anonymous reader writes "I've been a software engineer for about 15 years, most of which I spent working on embedded systems (small custom systems running Linux), developing in C. However, web and mobile technologies seem to be taking over the world, and while I acknowledge that C isn't going away anytime soon, many job offers (at least those that seem interesting and in small companies) are asking for knowledge on these new technologies (web/mobile). Plus, I'm interested in them anyway. Unfortunately, there are so many of those new technologies that it's difficult to figure out what would be the best use of my time. Which ones would you recommend? What would be the smallest set of 'new technologies' one should know to be employable in web/mobile these days?"

Code Is Not Literature
An anonymous reader writes "Hacker and author Peter Seibel has done a lot of work to adopt one of the most widely-accepted practices toward becoming a better programmer: reading high quality code. He's set up code-reading groups and interviewed other programmers to see what code they read. But he's come to learn that the overwhelming majority of programmers don't practice what they preach. Why? He says, 'We don't read code, we decode it. We examine it. A piece of code is not literature; it is a specimen.' He relates an anecdote from Donald Knuth about figuring out a Fortran compiler, and indeed, it reads more like a 'scientific investigation' than the process we refer to as 'reading.' Seibel is now changing his code-reading group to account for this: 'So instead of trying to pick out a piece of code and reading it and then discussing it like a bunch of Comp Lit. grad students, I think a better model is for one of us to play the role of a 19th century naturalist returning from a trip to some exotic island to present to the local scientific society a discussion of the crazy beetles they found.'"

Porn Will Be Bitcoin's Killer App

At the start of January, a post on Reddit's Bitcoin subforum boosted the figure to 50 percent, before settling down to about 25 percent. The tremendous interest has led David Kay, the marketing director at porn.com's parent company Sagan, to talk very positively about the virtual currency: 'I definitely believe that porn will be Bitcoin's killer app,' he told The Guardian. 'Fast, private and confidential payments.'"

Obama Announces Surveillance Reforms
In a speech today, U.S. President Barack Obama announced changes for the operations of the country's intelligence agencies. He says the current program will end "as it currently exists," though most of the data collection schemes will remain intact. However, the data collected in these sweeps will not be stored by the U.S. government, instead residing with either the communications providers or another third party. (He pointed out that storing private data within a commercial entity can have its own oversight issues, so the attorney general and intelligence officials will have to figure out the best compromise.) In order for the NSA to query the database, they will need specific approval from a national security court. Obama also announced "new oversight" to spying on foreign leaders, and an end to spying on leaders of friendly and allied countries. Further, decisions from the Foreign Intelligence Surveillance Court will be annually reviewed for declassification. A panel advocating for citizen privacy will have input into the FISC. There will be chances to national security letters: they will no longer have an indefinite secrecy period. Companies will be able to disclose some amount of information about the NSLs they receive, something they've been asking for. Another change is a reduction in the number of steps from suspected terrorists that phone data can be gathered. Instead of grabbing all the data from people three steps away, it's now limited to two.

Google Announces Smart Contact Lens Project For Diabetics
An anonymous reader writes "Google has announced on its official blog that it's working on a new way for diabetics to monitor their blood sugar: a 'smart' contact lens. Diabetes is a difficult condition to treat because blood sugar levels vary widely by a person's activity level and food intake. It's also hard to monitor without painful and intrusive measurements — people can feel normal at dangerously high blood sugar levels, while extremely low levels can impair their ability to seek treatment. Google says, 'Over the years, many scientists have investigated various body fluids—such as tears—in the hopes of finding an easier way for people to track their glucose levels. But as you can imagine, tears are hard to collect and study. At Google[x], we wondered if miniaturized electronics—think: chips and sensors so small they look like bits of glitter, and an antenna thinner than a human hair—might be a way to crack the mystery of tear glucose and measure it with greater accuracy. We're now testing a smart contact lens that's built to measure glucose levels in tears using a tiny wireless chip and miniaturized glucose sensor that are embedded between two layers of soft contact lens material. We're testing prototypes that can generate a reading once per second.' They're talking with the FDA and bringing in experts to help them figure out the best way to do it."

Who is this person, and how unusual are pay scales like this inside the Googleplex? Phil Johnson uses public information to try to figure out the answer. His conclusion: the $3 million engineer may exist, but is a rare bird indeed if so."
