My resume starts off with a list of "Selected Accomplishments" that condense what I have done by category and typically spans multiple employments. This section can also be customized per job application. You can list your whole job history, (let them do the math).
The "Microsoft Tax" or tribute to MS that every major PC OEM pays is largely responsible to why there is so much crapware in the first place. Now you have to pay to have it removed. Looks like a racket to me.
Just like the fact that we legislated use of compact fluorescents with NO plan on disposal, we have a half thought out plan on liquifying CO2, but nothing on storage and disposal.
For any theft involving Medically related data (e.g. VA) there should be HIPPA penalties involved ($20K per individual). If penalties for one or more of a single person's data (amoungst thousands) should more than offset the cost of full disk encryption.

I suggest that if you want the whole picture on this is that you talk to the finance and accounting departments in you company. What my seem like a straight forward decision on your departments part may have a negative impact on the company as a whole.
Stay on, get the training into the new technology while searching for a new job. When your training is complete, then it is time to depart (assuming you have found a new position) with a new skill on your resume.

The key to getting a job is getting an interview.
The decision on who to interview is most often made by the clueless (HR) who rely on the presence of "paper" to qualify you.
Since this is "programable" there will follow a new plague of "hardware" viruses.
