Hey, I'm no M$ fanboy, but hating someone (you said "spite") for taking someone's idea and making it better doesn't make sense. But hmm, I think that was pretty much M$ strong-arming the market.
It _is_ very true. In the EU, you have to cough up the fine first, appeal later. This was exactly what happened when MS did not pay up the 497 Euro fine, dragged the case on, and got fined again and again.
No, it doesn't. The error might be in floating point math but still, since you have no estimate of the error, this would definitely creep into integer calculations.
