It is a light that BMW has confidence in and they know the reliability of the bulbs and thus can reliably predict a cost to themselves. The aftermarket stuff is not approved by them, they know nothing about it, its problems, the cost of the bulbs, or life expectancy. They will not pay for it because they cannot reliably determine what their liability will be.

Absolutely. A good meeting saves more time than it takes. It's developer hubris to think that they already know everything they need to know and can just get down and dirty with the code for a few weeks, delivering the correct finished project.
It might be controversial but you are not alone. Languages like Java and C# and to a lesser extent C++ have made a whole generation of (lousy) programmers think EVERYTHING must be OO.
And then they go ahead and make every class a singleton or chuck it full of static methods.
Of course the good programmers get past this quickly, but it's still an uphill struggle to convince them that OO is not the answer to life, the universe, and everything.
If you want to do object oriented programming you use Java or C# (or Objective C on the Apple platforms). They have object systems that make sense.
One of the BIG things about C++ is that it is multi-paradigm. If I want to do some object-oriented programming, but not all the time (because it is no silver bullet), C++ is a choice that is extremely well-supported on many platforms.
